skaggs island in sonoma county is returning from warfare to wildlife. a former u.s. navy base on the island is being handed over to the u.s. fish and wildlife service. the navy vacated the 3,300-acre site in 1994. now it's being incorporated into the san pablo bay national wildlife refuge. the site restored to tidal wetlands. >> speaking on behalf of the navy, we are very pleaseded to be to be standing on official wildlife property. >> the san pablo bay national wildlife refuge lies along the north shore of the bay in sonoma, solano, and napa counties. >>> all right. let's talk about this bizarre weather that we're having. rob mayeda joins us now. it's like it's winter all over again. >> it is. if this was a winter storm scenar scenario, we'd be seeing an inch of rain in spots and even for january or february that would be impressive. the other thing that's impressive, temperatures 20 to 30 degrees below where they were. breezy as a cold front slowly heads slowly out of the bay area. when i mean slowly we're talking at times this afternoon only ten miles per hour. so
