the o.c.c., i attached to my complaint some documents that i wanted them to read that would give them a background on the complaint that i was filing. the documents were predominantly freedom of information act requests i had made to the department of justice. the o.c.c. closed my complaint without interviewing me, and only interviewed me after i pressed them to do so. they ruled information only, which is a foggy finding and they still would not give me definition of what they meant by that. during the course of the investigation, i told them about the three detentions i suffered at the hands of the san francisco police department and they claim they can only find one. so they would not investigate where the others -- what happened to the other two, and i find that kind of as a signal of the quality of the investigation that was conducted. you know, finally tonight i want to say, if you knowingly and willingly engage in a malicious conspiracy against an individual and if that's a result of that

today i stopped by the o.c.c.'s office and i requested to see if they had clarification for me and they gave me this, which is basically just copies of all of the forms i had filled out and stuff like that. so i'm here again empty handed. i just want to say for the record i'm done. i wash my hands from them and i'm going to move forward, try to resolve this on my own. there's something i need to make very clear here. back when all of this started, when i was trying to find out who was harassing me and why they were doing it, there was an individual -- >> quiet. quiet. >> there was an individual for the sake of privacy i will call mr. x. i felt he had information that could help me resolve the matter and put the pieces of the puzzle together. not long of a started contacting him and pressing him for information, i received a call from the san francisco police department telling me that if i ever contacted him again, they would arrest me. they did not want to hear anything about what i had to say about what was going

i want to compliment director hicks from the o.c.c. on the mediation program. the mediation program work vezz well 6789 just as the director said, even though what the officer $was proper conduct, they get better perspective of citizens city. i want to help with the workload, which isy was here last week. last week i brought up a couple different issues that we don't think should be o.c.c. complaints, thereby freeing your investigators up to do other things, maybe more eedations. but what i would like to do with the blessing of the commission is maybe have someone from the chief's off, p.o.a., someone from the commission -- i know you're always busy but this wouldn't take very long, meet with members of the o.c.c. to see if there's common ground so just because a police officer fails to issue a form, that's not a complaint. if the police officer writes a report and the computer generates the wrong code number, that is not a citizen complaint. neither of those require interviewing or any time and police chief to deal with. we can fix that in a much better fashio
