[laughter] i am honored and humbled to be here before you today. i want to thank the mta board for their vote of confidence in appointing me to this position. i came to local governments, to public service and local governments 10 or 11 years ago because i love cities. i think cities are incredibly important. they will be potential to enable people to access education and jobs and culture and diversity, interaction and innovation. they also hold the potential to about us grow so that we can grow in ways that we are not spreading out to the west out -- to the rest of the planet that we need to sustain itself. for those reasons, i decided about a dozen years ago to devote my professional life to trying to make this work, to make them better places to live and work in. for me, thinking about how that applies to san francisco, because of our density, because of our hills, our strong opinions about everything, transportation is essentially important to maintaining and enhancing the quality of life for the people of san francisco, people whether they are

i know. thank you, madam chair. today, we have before you in motion that i am sponsoring at the request of the ethics commission, modifying the registration and disclosure requirements for campaign consultants. this is a measure that would harmonize the campaign consultants regulations with our lobbyist regulations that should enhance it and tightens up some of the requirements, for example requiring electronic filing by political consultants, as well as monthly reporting as well -- instead of quarterly reporting, and other changes. the director of the ethics commission is here, so i would invite him up to discuss this proposed ballot measure. >> thank you. in 2009, the ethics commission, along with the cooperation and support of the board of supervisors, and updated the lobbyist ordinance. simply put, we tried to simplify the process for filing, with some trade-offs. we asked more of the regulatory committee. we wanted more about their activities and we wanted them to report monthly. there was a trade-off because we simp

i appreciate you holding the hearing today. portant topic given the resources we are devoting to afghanistan. i was there a month or so ago and visited with our soldiers and marines and also with some of the federal government agencies on site and some of the contractors. i know the subcommittee under your leadership has done some of the most diligent and searching oversight of reconstruction and development of the past several years. it is critical work, and i am pleased to join you as your ranking member. this comes on the heels of a major announcement last week concerning the u.s. mission in afghanistan. the president announced his intention to withdraw the 30,000 so-called search troops with the first 10,000 coming out at the end of the year. i have noted some of my lack of clarity regarding strategic objectives in afghanistan. we are in a critical planning window with respect to the military and civilian mission in afghanistan. today we have 154,000 private contractors working for the defense and state department, a.i.d. in
