if i can take care of it, i will tell them. if i cannot, i will tell them honestly. i think honesty in government is the most important thing right now, especially at three are trying to build quality for the city. that is how i will approach the bond, the pension, and sales tax. >> [inaudible] >> it will be by the actual roads. they have something called the pci index, the measurement of the road conditions. just because it district is larger in geography does not need -- it will have to be a combination of what is the quality of the road and what are the most traveled roads that need of repair? which ones are in a state, where if we do not repair that within the next year, they will cost five times more? those combinations of things we will use for every district to determine which roads. the equity is about how much money we have per year to spend with road pavement, it is about $150 million of street pavement. the rest of the money will go to improvements for bicycle lanes, ada compliance. that is important for crosswalks. a lot of pedestrian safety projects. even

pension reform, which i will talk about later. we have the america's cup, getting that off the ground. then we have my and placement of local hire and what that means for the city. and finally, i was thrust upon with the obligation to make sure that i selected a police chief, not a temporary police chief. a chief that will carry forth what i consider to be one of the most important things in this city, to secure the public safety of the great city of san francisco. i think i have done that, with the selection and now the appointment of the chief. so many people have come up to me and clearly you expected a chief who had spent 30 years in his life, but i did not realize how many people he has really known in every part of this community. they come up and they thank us for making that wonderful decision. you will see right off the that, if he will be a great partner to make sure our police force and all the public agency facilities work together and we produce a higher level of public safety in the new year. i set out for a number of

i will be involved with that. >> we also have a workforce component to it and i would like to find a way that we bridge this plan our work force together. for some of our small businesses, they will be able to engage in doing business with the advent which means there will have to be ramped up. how can we connect with our workforce so we are meeting both needs at the same time. our license fee consolidation project, that is ongoing. the department right now is collecting their code list for the codes that will be changed by date. this will have -- i will be reaching out to you and to the business community over the next month to start getting feedback about the license fee consolidation project. the permit committee has been -- to make sure that the full commission is up to speed on what is being worked on and proposed during an annual bill for businesses with licenses and fees that are paid through the tax and treasurer's office. last month, you received a presentation from the human rights commission around some proposed legislation that they are doing on arrests. there is -- there

the indicators in the tool, i think -- i will give you a sense of them. there are 80 indicators of different health-relevant conditions. we have mapped these for every neighborhood in the city. they document health-related conditions and demonstrate inequalities. there actionable by agencies and allow the city to track progress. one indicator and one measure, and i think this is -- i will explain why it is important for regulation -- transportation noise. in the course of this work, we created a new map of transportation, a modern map of transportation noise in san francisco, which is shown at the right, using modern software and technology. before this, the city had not updated its transportation map. the last one was 1974. why is this important? we need to know what noise levels are to decide when and where we will design buildings to have adequate acoustical information to protect them. noise is an important and our mental health determinant. without this information, planning and building cannot do their job in regulating noise. this has been approved

we will participate in public debates and hearings, make our case, and i think we will always listen and try to work with the parties. thank you very much. supervisor campos: that was a very thorough presentation. i think it provides good contact for this hearing. i just had a couple of follow- ups. could you say a little bit more about what kind of training is provided to staff about some of the things we discussed? i thought the first slide was really important. it talks about making sure that you maintain impartiality and of the activity. you make decisions based on facts and evidence. i am wondering what kind of training, whether it is in place, or will be in place going forward, how that works. >> most staff are trained environmental professionals. they have professional training. the training has professional ethics and professional standards. the latter ones on the list reflect public health principles. not all professionals may be cross-trained in public health. these are more progressive or proactive, the duty to monitor, to inform, to advocate for public health. it is more p

i will be supporting this item. supervisor kim: i also sat on the budget committee, and this is an issue that has been brought forward several times. although many questions came up around barging, things i support in the long term, i think questions or answers to this process. we have a good contract in front of us and recology has been a good partner for san francisco in the goals we have tried to achieve. i have question separate from this issue. other supervisors have brought this up. i question whether 1932 is good policy and should be in our charter, and what we can do to increase franchise fees here in san francisco. something which came out of the lafco report is seeing what other counties are doing. even with the free services recology provides, i hope we can continue that discussion without raising rates for ratepayers. if we are able to give back more to the county, as we do in other counties, i think that is a conversation that can continue. however, i do not see that conversation as being attached to thi
