john harwood is live in boston and has been looking inside the romney camp.e's basically not dealing with it, is that fair to say? that he's kind of flying over the dysfunction that we see in washington in both parties. >> reporter: absolutely, andrea. mitt romney has been keeping his head way down. he did come out of the cave to issue a tweet where he criticized president obama for historic failure on the debt limit noting that harry reid isn't even proposing tax increases anymore. it was the plain vanilla response on the debt limit. that's what he's been saying. yes, raise it, but also cut spending. this is a very risk averse front runner that's because he's a vulnerable front runner. what mitt rom niece' been doing is trying to nurse his lead, save his money, he know it's a long campaign. when feistier candidates like rick perry get in the race, if he does, he's going to be very formidable. right now as one of the romney advisors told me, we have message disciplinite is. >> and just trying again to fly over. >> reporter: absolutely. tim pawlenty is engagin

john harwood still at the white house for us. hn, what are you hearing and what do you think the rest of the day and rest of the weekend's going to look like? >> i'm hearing very aggressive attempt by the republicans to set the terms of debate once they pass this tonight. the senate is going to take it up, table it, in an attempt to kill it. they're still hoping that the senate will be unable, that is the republicans, that senator reid will be unable to move his plan and they can say there's only one plan that's passed one chamber of congress and try to jam the president, jam the democrats. i think as of now, the administration's insisting that they are not going to give in to that, that the president will veto it, that the senate will not even let it get to his desk. we just have to wait and see what happens after the senate vote tonight. i expect that democrats will hold against it. the logical thing to happen after that would be negotiation between the two sides. i think it will be difficult for republicans to resist a call to

john harwood of cnbc's chief washington correspondent. a guy that has a good job of trying to mix wall street and politics here for us. john, what have we learned from, you know, the ratings agencies? we're all testifying on capitol hill yesterday and i thought before the day started they would have been the focal point what they said. they actually didn't necessarily threaten a downgrade right away. what did we learn from the rating agencies? >> first of all there's more than one and moody's in a different place in standard & poor's, standard & poor's put out a threshold figure of $4 trillion in deficit reduction and suggested they would have to downgrade from aaa to aa if $4 trillion wasn't reached. $4 trillion will not be reached. we know that. it's also how significant the consequences of that would be. some, maybe not catastrophic. the danger for republicans at this moment is the one that mitch mcconnell outlined a few weeks ago when talking about the backup plan. >> owning this economy. >> they would get ownership of a default if we

for more let's go to john harwood. good sunday morning to you. >> good morning. >> tell us about this 1:00 p.m. vote. what will they be vetting on? >> on moving forward whatever the compromise will be. in the senate, you have hurdles like a filibuster that requires 60 votes and a certain amount of time to pass before you can have that vote and give people time to debate the motion. they are working backwards and trying to figure out what they can do to get themselves in place. we also know that whenever the congress as a whole decides to do something, they can act fairly quickly if they can prevent senators from trying to hold off the package. they do appear to be moving forward and that's a sign that a deal is likely to take place. when we get the announcement of a deal, we have to figure out whether the leaders can get the votes. we have seen the process break up. >> we have. right now, what's happening. is it all behind the scenes? >> yes. it's all behind the scenes and very intense the the white house. you had meet

. >> let's bring in msnbc's john harwood who is following this from washington. and john, we heard not long ago that the white house is denying this new york times report that the president and speaker boehner were close to a deal. what are you hearing? >> well, jay carney at the podium was trying to promote flexibility and maneuvering room for all parties involved. it is correct that president obama and speaker boehner are close to what they would agree on for a deal to be done, but that is not the most important thing. the most important thing is for john boehner to find enough republicans to go with him to get a majority. it is all about counting votes in the house now, and the senate democratic leadership is confident they are able to get the mcconnell/reid plan through the senate, and probably early next week and send it over to the house, and the question is what conditions get attached to it and fit into the equation of 218 votes and the gang of six proposal will help with that and that is what the time's story is explaining that the elements of the gang of

for more on the poll john harwood joining us also here in the capitol. let's talk first of all about what the nath was just saying. the objections to the balanced budget amendment from the white house and from the democrats have to do with the internal mechanisms there because it requires deeper cuts within the balanced budget proposal than the democrats want? >> exactly. and democrats say that this is going to force deeper cuts in medicare as well as social security that were contained in the paul ryan budget. we saw in the new york special election that is not a winning message politically, the message of our poll is notwithstanding what the senator just said, he is increasingly isolated and at republicans who follow him are at risk of being on the wrong side of independent voters that's why mitch mcconnell stepped forward to say we're getting ourselves on the wrong message heading into the 2012 election and we need to come up with a fail safe, a lifeline an out on the debt limit and you saw that in spades yesterday when a whole bunch of republican sen

john harwood cnbc's chief washington correspondent and political write for "the new york times" getting's at the romney headquarters in new hampshire. give me a sense of where romney stands on raising the debt ceiling? >> mitt romney's making the argument -- by the way i was in new hampshire earlier. in boston now which is where his national headquarters are. i was at his national state headquarters earlier. mitt romney's position on the debt ceiling has been consistent with his entire campaign. he's keeping a low profile. he's trying to be very cautious about it. he says the debt ceiling should be raised in tandem with spending cuts. the tweet that you mentioned tarts president obama. he's not looking to draw distinctions with other republicans. he's got to lead in the polls nationally and in new hampshire and he's being very cautious about trying to protect it by being as -- having a no error strategy so far. >> i understand mitt romney is going to washington, d.c. he's going to have -- or may be there right now the lawyers for romney luncheon fundraiser. there are a lot of lawyer jok

. >> gregg: i was surprised to see john harwood calling the president as a bystander in all of this. is there a ser accepting that the president is disengaged? >> i think that perception has been there, but on the part of the administration it was more by design. they looked at what was happening in terms of the potential for compromise, particularly in the senate between harry reid and mitch mcconnell the administration thought there was potential there. they were going to let it play out. speaker boehner had a tough week himself in getting his caucus eventually together for this vote. i think now it is clear from what we've seen the last 20 minutes the white house is now back at the table in a big way. we could be closer. >> gregg: to be fair here, i have been looking at polls, independent voters are siding with the president's approach crediting democrats with a greater willingness to compromise. this could prove calamitous for republicans, couldn't it? >> it certainly could. i think the white house is very well aware of those numbers. i think everything you've heard from presiden
