i'm laura garcia-cannon halfway through the workweek. let's check with meteorologist christina loren. good morning. although we're in the middle of july, it doesn't feel like it out there. we have fog so thick we have reduced visibility. right now pretty good visibility except san francisco, six miles even in the city. all that means as we head through the next couple of hours, just a matter of time before we get down to a quarter of a mile or less that traditionally happens this time of year between 6:00 and 7:00. we'll keep watching that overhead. a thick marine layer is generating drizzly mist, so you have to use windshield wipers. find out if that's impacting your drive with motorcycle. >> it will, count on that at home. it's not showing up on reports yet. no accidents attributed to any lower visibility or because of slick roads. we're still early. we have summersville with construction westbound highway 4 and i wanted to move that, though, so you can see the slowdown. this construction is not going to clear until 6:00. another half

i'm laura garcia-cannon. i want to check the forecast with christina loren and she's got a look at the morning commute as well. good morning. >> good morning to you. yes, mike inouye taking a much-needed break. guy never gets time off. we're looking good this morning in the 60s in the east bay, the mid-50s along the peninsula. so that means you don't need a jacket when temperatures climb by about 5 degrees warmer than where we ended up yesterday. that means a couple of triple digits on the map. we'll get you through what we call a significant cooldown in the nbc bay area weather department. right now let's look at your commute. we have a sigalert, we told you about it a few minutes ago. it's still in effect. 101 past highway 92, it's near the ralston avenue exit in san mateo, three left lanes are blocked, one lane getting by. so the sigalert could be in effect for 15 minutes. right now traffic seems to be flowing around this crash but hey, we all know that commute is picking up so we'll watch this. a live loo

i'm laura garcia-cannon.oming to the oakland police department. the city's police chief says he's planning to reshuffle the department due to budget cuts. marla tellez joins us live with a preview. good morning, marla. >> reporter: good morning, laura. chief anthony batts will be holding a news conference at headquarters to talk about the changes coming to his department. his department up against a budget deficit that's already resulted in cuts. eighty officers were laid off last year. to put this all into perspective, 638 officers are currently on staff. that's about 200 fewer than just three years ago. chief batts says because he's losing officers, the department needs to be reshuffled. this means police services will not be delivered. how this is going to affect public safety, we'll have to wait to see what he has to see at the 11:00 conference here at headquarters. laura, the changes will take affect this saturday. >> we'll try to work on the audio issues there. we apologize for that. not apologizing for

i'm laura garcia-cannon.eloping news from san francisco. today in the bay's marla tellez is live at the site after fire at the glenn park neighborhood. what can you tell us? >> reporter: good morning. let's start with the good news first. the fire is now out. pretty serious fire, three-alarm fire. we're at the corner of mission and bosworth, the glenn park neighborhood. it happened over my shoulder. it's hard to get a good look. i was up close a little bit ago. i can tell you the damage is significant to the nome at 402 omission. the call came in this morning. the fire started in the garage. it spread to the first and second floors, and then to the home on ever side. so in all, three homes affected. everyone, though, is accounted for. but one person was taken to the hospital for smoke inhalation. we know one firefighter also taken to the hospital for an eye injury. and we should mention laura, that two dogs and a rabbit were rescued by firefighters this morning. so that's good news. all the pets accounted for

i'm laura garcia-cannon.ast bay police are investigating two shootings on the same trail in about a week. today in the bay's christie smith joins us live from pittsburg with more. good morning. >> reporter: good morning. now that it's daylight out here police are going to be using metal detectors to see if they can find shell casings. they are also going to be expanding their search area to see if perhaps the victim might have been shot further down and staggered this way down the de anza trail before midnight when neighbors heard gun fire and called 911. police now say that man, the man who was shot, is out of surgery but so far no arrests. and this follows a shooting last week, same trail, a 20-year-old man from pittsburg was shot. he has died. investigators don't believe that it's random. we have calls in to pittsburg police to see if there is any connection. reporting live in pittsburg, christie smith, "today in the bay." >> sun shining on christie out there. let's see how hot it is with christina loren.

i'm laura garcia-cannon.ires overnight in the east bay keeping fire investigators very busy this morning. christie smith is live in bay point with the details. >> reporter: good morning. we're talking about with three fires just a couple of mile apart in bay point, the largest one where we're standing on the port chicago highway. you can see some of the burned out area there right by the train tracks that run behind it. the fire started around 9:30 last night with two others breaking out up until about 11:30. and firefighters worked on this overnight trying to get them out. neighbors stood by watching as the fires created a big orange glo. this morning firefighters say they are not sure how these all started. people were certainly setting off fireworks overnight to celebrate the 4th fourth of jul. fireworks aren't even legal in contra costa county. we did see some grass smoldering this morning. but for the most part, the good news is that the fire is out. that's the latest from here. reporting live in bay poi
