fran, dr. greene basically told us that within screening and brief interventions there are some referral issues that you tell the patient, "this is where you may get help." what components in a community need to be engaged in support of a program such as screening and brief interventions? almost all of the components that jane just mentioned that makes up the community. you have to have the families involved with that type of intervention and screening process. eighty percent of most of the screenings that are done with the sbirt program do not lead to a diagnosis. so what does that mean? that means only 20 percent need an actual traditional treatment. the other 80 percent need everything from a prevention program that is building awareness in education to a prevention program that is looking... targeting on their particular specific needs, whether they have a... they are living in an economic environment that is very tough for them or they are a certain ethnic group that doesn't feel like they

let me start with you, fran. the family is now or so we think part of it in algeria. what does this tell us about whether gadhafi's days are numbered? >> you know, gloria, it's interesting to me that where we find that they're in algeria because it was cnn that reported about a week ago that they had attempted to flee to tunisia where they refused to accept them. look, this i think all is part of gadhafi's exit from the scene, if you will. there's no question he wanted to find -- he clearly was looking to find safe haven for his family. he had to deal with the rebels what ijs. and the hunt is on for him, but it becomes frankly less imperative for gadhafi to flee now that he's got his family or a good portion of his family out of harm's way. >> do you think he's preparing for martyrdom? >> i do. he's said from the beginning, it's not what i think, but he said his preferences were to die and have his blood spill on libyan soil. i think this is part of his preparation plan before he has to confront that. >> peter, does it matter in the long run if gadhafi is actually fou

fran, final thoughts? collaboration. i think that most of what we are talking about here is collaboration. we cannot do it alone, we have to work with our... at the federal level we're working with all our federal partners, everything from a prescription drug abuse problem with the federal drug administration; we're working with the office of national drug control policy on some of our substance abuse issues, particularly targeting young people and older adults. we're also looking, working with the centers for disease control. we're just working and working with our partners. we're asking states to do exactly the same thing. we want to give out the messages that we are trying to bring behavioral health into the primary world of health. meaning, and in a much simpler way, bringing substance abuse and mental health issues to the world of physical health. dr. greene, final thoughts? i would like to just say that promoting the community think tanks such as dc rock and other such initiatives that are there to help and provide

nick burns and fran townsend is with us. i want to go to the map, fran and nick.libya. sara sidner making the point, if you see the stripe this is held by the rebels. the opposition, tripoli the capital right here. you see they're beginning to put a bit of a circle around. the question is a couple of government towns here, regime towns here. fran, to you first from folks you talk to in the intelligence community, do they have any confidence that these guys finally have their act together and they really might have a chance to choke off and then maybe even march on tripoli? >> well, john, this is the most strategic success they've seen coming out of the rebels. the question is can they put the internal sort of machinations aside? we've seen indications there's tension among the ranks of the rebels. if they can put that aside and choke off supplies it give them an opportunity. along with nato support, there's a chance that they can actually achieve their objectives of choking off the gadhafi regime but it remains to be seen. this is going to requires a sustained and

cia external committee, and what do you make of this, fran?l qaeda's number two is now gone, and how significant for this organization? are we even safer? >> well, absolutely. this is abdel rahman is an individual with historical ties and connections to many of those in the al qaeda organization. he was a key link in the war in iraq to zarquawi who is now dead, and he had a personal relationship with those in the al qaeda core leadership and to reach out to the affiliates, and we have seen the affiliates gain strength in the peninsula where we saw the attempted bombing on christmas day, and the underwear bomber, and just this week, a responsible attack in algeria. so the affiliates are gaining strength, and rahman is one of the key people to keep the connection between the al qaeda core which is severely degraded especially with the killing of bin laden and the increasingly strong affiliates around the world. >> so, fran, we heard from the secretary leon panetta saying within the month of so that strategic defeat of al qaeda is within reach. d

i know that we have a history, a terrible one, through hurricane fran back in 1996 that caused 21 deathse. do you have any concerns that this may have the same disastrous effect, or do you think you'll escape this somewhat unscathed? >> well, nothing is going to be unscathed. we're going to have millions of dollars of property damage and, again, the flooding and the surge that's happening all over the coast. the damage from that right now. you can't estimate. at this point i only know of one death. again, we've been very aggressive this week in warnings and asking people -- the tourists have left the beaches. we've done a great job with that. the folks who stayed in their own homes understand the dangers of the storm and i haven't heard any reports all night or this morning of any of our citizens being out and about. i'm very grateful for. >> absolutely. >> again, because we have this so often and because fran and floyd were so bad, our people understand what to do. we're still trying to get an agricultural assessment. the east is full of farmland and tobacco land and animals, pork and p
