recommendations of five community panels that have been working with me and the department of environment on the city's climate action plan. and these panels consist of businesses, community organizations, advocates and nonprofits. so they're going to come up and each one of them is going to introduce themselves, read you their short recommendations and hand it to you so that you can keep it in perpetuity. or keep it for reference the next time we come back asking for questions. the first one we have is energy independence. [applause] >> my name is karrie, and i'm the managing director and a member of the energy independence advisory panel. and i'd like to read our findings to you. forgive me for reading from this, but i want to make sure i get it right. the city and county of san francisco recognizes that energy use in buildings is the single largest contributor to the city and county of san francisco's carbon footprints. therefore, the san francisco department of the environment has brought together two sets of stakeholders to advise the city on building with energy issues. the first is the renewable

schools, transit, law enforcement, everyone who was involved and the distribution of information on city programs and services. we do things like education on 311, muni, healthysf, the id card. the ambassadors do this for a spread we are adding an additional element on avoiding consumer scams and fraud from wireless services. we have a small grant for that. i am not going to go into the details of the training. we covered that. the significant part of the training is that is ongoing. we finished sessions on racial profiling and stereotyping, language training, observation and documentation skills, and of course, they completed the police academy basics. sort of the basics so they are familiar with how to defuse tense situations and so on. i will go to the last point which is resources. our favorite subject. we began this project with no new resources and we had to be creative. we operate on an extremely tight shoestring. we did get some private funding. that funding will last for another two years. the program has -- we have a lot of help from the community and other departments. it goes

the first one was the exemption under the state's 10-city bonus. there is no case law on that, and that is part of what we were advising you. there is a lot of reasons why we believe we fit within that exemption. there is the second exemption that came up later that we discussed, at that we found that deals with replacement housing units built on the same property within five years. there is case law that actually supports that. at the end of the day, -- i do not know it is worth repeating, but all of these things are to make it enforceable, and also to provide that -- to require that the demolitions and relocation have been in advance before anybody -- and the unit is demolished. at the end of the day, we concluded there were strong arguments to support the enforceability of the rent control provisions. supervisor campos: again, i conceded that. the question is, is a reasonable argument on the other side? >> the only argument would be the cost of hawkins does not allow the city to impose rents on new units. there is an exception, and we have told y

resources to try to keep ourselves in a stable position so that we don't see an impact on the streets of our city and on the clements that small businesses are operating. the state will transfer services to state governments and local governments. to city and local governments. we have the legislature's proposal to eliminate or condition the redevelopment agencies which is not directly addressed by this measure. there is an overlap. a lot of the economic activities have an impact on our economic climate in the city. within the current state budget, there are a number of figures in the budget and what the state did to balance this budget as i am sure you have heard is rather than actually does make all the cuts that it needed to get to balance, the state made an aggressive assumption about the revenue that will be coming in over the next year but essentially said that if that revenue does not command, there will be triggered some place said that if we don't see the revenue, these cuts will go into effect. despite the fact that the state has passed a budget, we are potentially going to see addition

city. whether it is departments or community-based agencies or whether it is neighborhood groups, we all had to put our focus on and make sure that this budget would be balanced in the right way. so i want to especially thank all of our labor unions in the city for coming together this year. they were fantastic, and they were obviously very forthright in the things that they represented. particularly, i want to think, especially, the police officers and the police officer association and the head of that. as well as tom o'connor and the local 798 and the firefighters. the public safety contributions from we have some $31 million of savings over the next two years. [applause] and that represents a huge sacrifice. [applause] the public safety officers were part of a larger group of all of the labor unions that we have worked well with in the city. i want to thank all the labor unions for coming together, not only on the budget, but also on our pension reform package as well. to the community-based leaders, one, very personal thought i have here is a wanted to approach this budget in a very different way, and that

on pension reform. there have been other discussions about pension reform. our city assessor started the conversation about prop. 13. there are several things in place on the state and local level having an adverse affect on our financial health locally. we are in a quandary. we cannot really move beyond that until we remove the pocket. prop. 13 is a serious block. it would free up hundreds of thousands of dollars that could be brought into public schools and could also be in fused in our local -- infused in our local and state economy. that is a very complicated question, and one i have only brush the surface on. that is another segment. >> we will follow that by another complicated question. i would like to get your thoughts on homelessness and what the city is doing about homelessness, what direction you think we should be headed in, a big issue in san francisco. >> homelessness is interesting. when you look at it as a sociological perspective, we have some of the people in the homeless community enjoying being on the street. others want help. i think when we also

the city's economic development? are we on the right track? what would you like to change about the city's approach to developing the economy? supervisor chu: in some aspects, our economic development is on the right track. if you take a look at some of the successes -- mission bay, for example, has been a success where we have been able to attract biotech corporations to come and headquartere in the city. we are currently building a hospital, and there are a lot of research institutions, and i think that will be a great anchor for the city. the city has worked closely with contractors to figure out how we can do hiring locally. this is through our citybuild program where we help individuals gain the skills needed to work in construction jobs. we have a number of big projects that are really generating the job growth and place for people to be working. so i think that in terms of the pace and number of projects that we have, in terms of identifying some key sectors to attract, in terms of providing rebates for films to come an
