eric brooks speaking on behalf of the local green party. it is very important to note the key issue with this event in thiand the fact it is in san francisco. this is about pride in the event and civic pride on behalf of san francisco that we are hosting the event. since the steel came through, we have seen the environmental impact reports that we are getting -- asking to bend a lot on some of the environmental issues. where as we should be speller on those. we are here to speak up and this hearing on behalf of the strongest possible local hire and high wages we can get from this project, not just a man among letter of the wall. getting back to the pride issue, if mr. ellison and the other participants in supporters want this city to be proud of this event, they need to be stellar and exceed in environmental standards to the greatest degree possible. that goes to the greatest local hiring and union hiring. 20 percent is just 20%. and we need the event sponsors to look at san francisco and it's about using and follow those values so that peo

eric brooks. i have been listening in the audience and liking a lot of what i am hearing. this is exactly that -- the discussion we need to be having about what ratepayers will pay and financing for this program. when cca was created, it was never intended to be rolled out at a higher rate than pg&e to ratepayers. it was intended to mitigate that and make that unnecessary by building hundreds of megawatts of local, city on assets that you could amortize the cost of overtime of paying the upfront costs and project over time that you will receive a lot of revenue in savings. that is the discussion. that we have been having with stafford of last decade. especially in our last meeting. it became clear that the discussion is starting to bear fruit. we're having conversations about how the local build out and having a really comprehensive plan for hundreds of megawatts that would be built in the first three years of the program and start feeding into will help the program. off if you look at both the local power reports and the navigant reports, both make this a recommendation.

my name is eric brooks. i am with grass-roots group our city, and the chair for the san francisco green party. i will reiterate what i have said before. just as building fossil fuel power plants is an aggressive industrial greenhouse gas producing and expensive method of dealing with its effects, like water impact, building an expensive high energy use desalinization plant represents the same approach. we are building a major industrial facility that belongs in the 20th century when we should be using local approaches to localize our water savings and water supply to our communities, doing things like installing permeable pavement, putting in bio soils, water collection, and gray water piping all over the city. we are talking about things that would create hundreds and thousands of jobs in a time when we need them, when the employment rate is still -- unemployment rate is still going up in san francisco. just on the environmental issues, clearly it is going to be something that is going to increase greenhous

eric brooks. i'm here representing san francisco green party and local grass roots organization in our city. i would policeman phi the err of frustration but take a slightly different trajectory, as i think a lot of us as advocates, i'm sure you have seen in the media, we have our own concerns about how the s.f. p.u.c.'s program may be moving forward, what the term sheet might look like. we have for several months gone back with s.f. p.u.c. staff and s.f. p.u.c. commissioners about the specific concerns. and i think that we've reached a point in that process where since the term sheet is just sitting at the s.f. p.u.c., it's become an insillar process and it's gone forward about as well as it can go. so i would agree that it's time now that ab-117 makes the board of supervisors the implementing body for this policy. it's time now for the term sheet to move from the s.f. p.u.c. and get to the board of supervisors, where we as advocates feel like we can in a new forum that's working actually to make
