san francisco has given my family so much opportunity and i would like to make sure our city continues to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need for long-term planning and push for the very first economic plan in san francisco. i developed the biotech payroll tax exemption which attracted companies to san francisco, creating hundreds of jobs and becoming a template to attract high-tech business right here. for every one ph.d. position, we created six entry-level jobs. i created a film and tv rebate program which put people to work and paid out over $5 million in wages in 2008 and 2010. i worked to save st. luke's hospital in the mission and eliminate hazardous power plants in the bayview. san francisco deserv

that is a wonderful contribution to our city. the commitments being made from the tech companies to be part of this great city served as an economic foundation for our whole approach to welcoming technology companies. in addition to twitter and zendesk, we have autodesk. i have been meeting with them every six months because every six months, i think they are going to expand another 25,000 or 30,000 square feet. he wants to expand the product he has with the new three- dimensional use by literally everyone in the entertainment industry as well as the building industry, making the product completely successful. that adds to zynga and mozilla and all the other tech companies moving in, so i am convinced that tech -- san francisco remains the industry leader. of the 4.6 million square feet of office space that was least in the last eight months, in 2011, 1.6 million square feet of office space was leased by technology firms alone. these include twitter, zendesk autodesk, dropbox and kabam. technology is also an important driver in ou

a campaign that solved the critical issues facing our city and asking you for solutions. a campaign that approached the city not from the top down but from the bottom of. we went out to meet with small businesses, companies, local unions. we went out to meet san franciscans in their own neighborhoods and coffee shops. we called these meetings 20/20's because we wanted to listen and get from you a clear vision for the future. this city deserves a mayor with a vision of what san francisco should be in 2020. after listening, we have created that vision. we should be a city with public schools that give every student a shot at the future with wraparound services and that also would activity before and after school, a city that rewards teachers with retention bonuses and help with affordable housing, where muni is free for kids who go public school, where we give kids $100 for college savings each year they complete in school. we should be a city that is open, accessible, and responsive to its people and businesses. i will put caseworkers on every merchant corridor in your city

that is our future of the city. that is also why we need to continue talking about and making sure we make sure that not only does the high-speed rail and appear, but we promote the completion of the central subway. despite some political shenanigans, as i call it, for creating more doubt, we do not have out in the city family, nor in the state family of agencies. time and again, they have approved the central subway as part of our future that links north and south. you have to ask one simple question. where is all the new housing being developed in our city? it is in visitation valley, hunter's point shipyard, mission bay. how do you connect everyone through the city? from the subway. and in and around this transit hub. so we have to connect everybody. we have to make sure it is done right. we would so be regretting any doubts that we cannot complete the central subway. there is no doubt in my mind and we will get that, grant agreement going by the end of the year. so for anyone to challenge that at this time, i th

city. one example that i am very interested in, and i know john and ed at dpw were focused on improving our jefferson street realm. that will be focused on improving this. treasure island. of those spots, treasure island is the city's largest undertaking. as you know, it is located in our day, a former naval station the ceased operations in 1997. 10 years of planning. the groundbreaking will occur early next year, setting the stage for the first residents to appear -- additional residents -- in 2015. at completion, almost 500,000 square feet of retail and adaptive reuse of historic structures will happen. it will accommodate 8000 homes and 3,000 acres of park and open space. the project will be built over four phases during about 15 or 20 years construction supporting 10,000 construction jobs and the resulting neighborhood will support 3000 permanent positions, a majority of which will be targeted for san francisco residents. park merced is another innovative project that looks to preserve middle-income housing stock while creating economic generation for the city's western neighborhoods. w

our part here in san francisco. san francisco is proud to be a transit-first city. we favor using public transportation or walking or riding bikes to get around town. our transit-first policy promotes public health, build community, and because of 100% of our public transportation system is powered by either carbon-neutral electricity or by a diesel, is significantly reducing our greenhouse gas emissions. we're also building the infrastructure necessary to put in place state of the air public transportation such as high- speed rail and electrified caltrain system, expanding or subway network and bus rapid transit. high-speed rail, as many of you know, needs to be a part of our transportation future. many of you are already under way with high-speed rail projects in your respective countries. in california in san francisco, we're trying to lead the way. this issue is critical to me as mayor, because our economic future depends upon people being able to move throughout our state with ease on roads, rails, and in the skies. currently, nearly one-third of all of our air

and coalition and i know that the rest of our cities use them similar for intervention projects. >> quickly, we lament the passing of earmarks. city mayors, i could sell my case for intervention and prevention to my congress persons and they responded. i have two operation centers in the heart of the most challenged areas of our city kept alive by a half million dollar earmark from congressman jerry lewis and that expires and they don't come back i end up the loser. largely, we did a sale and got a 50% thumbs up from our city to do that. most of that, most all of it has again to the police department. i was hoping to have a little more for prevention and intervention but the council said give it the p.d. so we have supported our programs largely by applications like those earmarks and other applications, cops grant and other anti-gang activities. we have become grant specialists to maintain the resources we have and we have become this remarkable alliance of community nonprofits and other services that kept us alive. the feds have a limited role at this point and earmar

different departments under our acting city administrator, including, interestingly enough, animal care and control. they will be caring for stray animals, making sure they are safely transported, and the day from our streets and into shelters, and so forth. the puc, police department, real-estate department, a multitude of some 14 departments, that will have the chance to use these trucks and the way in which they operate. the very essence of city fleet operations. so i want to thank chrysler for allowing sanfrancisco to experiment with our department of energy, and also while we are experimenting with this, we have uc-davis as a partner. we have the director of our plugged in demonstration project. working together with the transportation electrification institute here. with their corporations, getting the data about how these vehicles are used, how they are tested, whether they can go up hills as efficiently, bringing up the cargo and animals and tool that dpw will use, various departments inspecting buildings, streets, all of the different uses for a city fleet, all on the dime of t

you combine that with the fact that we have an affordable housing in most parts of the city, it is no surprise our homeless numbers have gone up in recent years. the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the
