every few years, the california transportation commission adopted a program that is a five-year program of projects. there are a number of different state and federal funds programs that funneled through. 75% are programmed by agencies like this entity. that work is done for the approval of the metropolitan transportation commission. they will approve bay area regional transportation improvement programs. they are all compiled together and caltrans sets the priorities. collectively, all of that stuff is in the state transportation improvement program. we are hoping that with the budget year, we will have more stable funding for it. importantly, there are two piles of money that we are dealing with today, the first being the regional improvement program, the other being the transportation enhancement program. we have about $10 million in the program. readily funding large projects, whether they be transit or highway. last year the authority board took action to commit regional improvement authority project to plan, downtown extension in the transit terminal, and the central subway transi

program. that apprentice ship program has been one in that opportunity to work with. the local labor unions have always found a way to work with the city. they have found it this way, and working with us and freeing up their resources to help establish a mission neighborhood district center and having a nonprofit host their pre-apprenticeship program, they are providing financial resources as well as their apprenticeships rules directed program. we have done this the right way. i know everyone put a lot of valuable time into making this sunrise and putting all the funding together with the various departments coming together. what we have in store will cover 175 blocks in the city. the most gritty, i get the most sensitive ones that are commercial -- the most ready, yet the most sensitive ones that are commercial corridors in the city. they have already been through the hiring process. these individuals a proven they want to show up to work. it is a world-class economy, and to let folks know t

, otherwise known as reality programming. the main thrust of this is we want to bring more jobs to the city and more jobs to the local economy. what happens is when these productions are shooting here, they do have a certain amount of people that stay in hotels. they use local production services, and they ultimately bring or exposure to san francisco, which helps bring more tourists. we would really like to expand this to documentary and unscripted television programming in order to attract more of the productions. we have recently had a number of documentary series that have called us and son are we eligible for your rebate program? at this point we have not been. that was one of the reasons for considering adding documentary's to the rebate. we also have had more and more very high-budget reality programs interested in shooting in san francisco, some of which we got of some of which we have lost. one thing i wanted to point out for the unscripted reality programs, in 2008/2009 we had 26 unscripted tv productions with $720,

operates the bulk of transitional housing programs or permanent supportive housing programs for youth. so this staffing pattern probably matches more consistently with our transitional living programs. you heard reference to avenues of independence. we have a house located in richmond. we have a number have a number f housing programs, and there are congress get sites where the use are living on site. this is generally a 24-hour staffing pattern. and in one program, we have the support of house and model. there is only one house manager and limited staff space. we have been operating this program since 2000. we took the lessons from that program to this project to increase staffing for a common space for young people, to not have a house in the tenderloin. and so i would say that this staffing pattern is what you would see in most of the programs. >> thank you both. >> i have a question for the city attorney. the appeal that was filed on friday, that is timely -- with the city attorney? >> we found that the appeal was filed in a timely fashion. the board has to have approval over this

tell us how this program began 20 years ago. >> the program began 20 years ago. our founder was an environmentalist and an activist and an artist in the 1970's. she started these street sweeping campaigns in the city. she started with kids. they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since then, we have had 95 professional artists come through. >> how has the program changed over the years? how has the program -- what can the public has an artist engage with? >> for the most part, we worked with metal and wood, what you would expect from a program like ours. over the years, we tried to include artists and all types of mediums. conceptual artists, at installation, photographers, videographers. >> that has really expanded the program out. it is becoming so dynamic right now with your vision of interesting artists in gauging here. why would an artist when to come here? >> mainly, access to the m

the army programs are at the other schools. s.i.s., as you all know, is less than 100% accurate, all i can tell you is that i called and got the numbers. as i was leaving the school, changed by two. the drill labs and leadership labs traditionally are sort of -- they are sort of hand loaded after the regular classes get put in place. some students come in to do those that may not be in another class. and some may go on and do that other drill lab as well. so once the hard enrollment for the school day gets established then we sort of hand enroll the other ones. lists are provided to counselors, the counselors take care of it. it's not something that is automatic as the regular class loading is. so it takes some time. and it's just the way it's been over the course of the 17 years i've been here. commissioner maufas: so i just want to respond to commissioner fewer's sort of question. you had recalled what when he done previously. no, you're correct. i just wanted to reassure you that what you recall is correct. because i recall

there's a lot of great programs. i noticed these programs are sporadic. there's a couple at this school and this school. maybe a year, 2 years. there's maybe one program. not that many programs that we invest in long term. i was looking at this the other day with the contents. if you look at the back. there's a charter of the usfd. violence prevention chart. the most important part for me is the school wide behavior program. what's been found to be the best way to prevent violence is have a school wide program. it has to be embedded in your curriculum. the different ways you create different rules in class and how do deal with that. there's an entire school investment that has to be involved in this. there are tribes chants. is one method. but you notice. it's some schools. 3 or 4. maybe they had it for a year. it's not a consistent thing across the school district. it's frustrating. the elementary schools have some sort of program, which is an entire positive school climate that includes curriculum. what i would suggest or advocate for. for everyone inve

programs. please respond to that. host: randy, i assume when you take these vehicles to the schools that the school system that is paying for it. if you go into a neighborhood that is separate from the school, who pays for that? caller: i find funding from church groups, interested social service groups, community service boards. i am for-profi. t. host: randy in virginia. guest: what a cool example of the desire to make the world a better place using the for- profit model to enact social change. the status quo is firmly entrenched. i see the exact same behavior in the companies. existing status call institutions are used to listening to their customers and doing things the way they have always done it. they cannot imagine when something new comes along. ipads are displacing laptops. they think they don't have to worry about that. the same thing is happening here. it is important to spend time with early adopters. people with the most acute form of the problem, the most willing to take a rest.

some programs that are taught and they're not a textbook program. they're used -- using what they already have. it's just how we teach it. it's not about, you know, a script and those types of issues, it's actually making learning relevant and fun for kids. so that they can lurn faster. that's what these programs do. vice president yee: maybe i'm just requesting it, every so often i hear about the new programs and old programs and whether it's in mathematics or in language arts. it would be really helpful for me who just can't remember everything unless i see it on a piece of paper, the list of maybe the top five approaches that our schools are using so that i get a better idea. and if you can get a summary of each approach, how it's different. for the curriculum committee. and even the reading approach that we have. you know, again, different schools are using different approaches so it would be helpful for me to keep track of all the different things. anything else on this? ok. all three. roll call please. commissioner fewer: yes. commissioner mau

to help support our programs. we were able to submit a budget that for the first time in a decade included no layoffs, no service cuts, and no fee increases. our public-private partnerships are also contributing to our success. they help provide broadbased support and a sustainable financial model. i am very proud of our partnership units. this year they generated $932,000 in phalanger before our operating programs. that is significant. to put that in context, one year ago, the same team generated $141,000 and philanthropic support. we have quadrupled the number in 12 months. some of the gifts we received were a generous gift from coca- cola. we got a gift to help with the golden gate park irrigation of great britain mercedes-benz donated $15,000 for our youth scholarship program. we got a gift from the u.s. soccer foundation for mission soccer field lighting. improving our environmental stewardship. we are committed to being stored of our parks -- being stewards of our parks in many ways. we implemented and they

i have been involved in reentry programs, youth deterrent programs, substance abuse programs, alternative to violence programs. i am very familiar and intimate with the struggles that come with reentry. i am also in northwest committed a response network outreach worker. at the core of why i want to be on this council is because i want to break the cycle. i want to break the cycle of a person going to prison, getting out, and coming back to prison, because i understand the misery and the damage that comes with this process, the damage not only to the individual but to the community, the government resources that are allotted to go to prison, and institutions, instead of going to better programs. but mostly, i want to be on this council because i work with council because i work with kids.

we hired -- for that program. he is early every day and stays late and works harder than anyone else to serve the inmates. he runs the program and has been trained in the prison project in san quentin. he is the sort of person that the city needs on this council. the other is kim courtney. kim i can say has placed more people in residential treatment than any other program in the county jails and i would say all those other programs combined. she dead -- does that with brad's support and help. jamie, i i have worked with jimmy. we partner with his program. it is one of the best partnerships we have. the passion he brings to his work is incredible. we have a lot of great candidates. thank you. supervisor kim: they give for being here. is there any other public comment on this item? seeing none, public comment is closed. i want to reiterate it was an honor to read your applications and to read about the incredible work you have done and the challenges you have confronted and addressed and a willingness to work with

we also have the wic program, which is a program that provides food vouchers for our families after theychildren, up to age 5 they are able to receive food vouchers to get milk and cereal for their children. >> it's for the city, not only our clinic, but the city. we have all our children in san francisco should have insurance now because if they are low income enough, they get medical. if they actually have a little more assets, a little more income, they can get happy family. we do have family who come outside of our neighborhood to come on our clinic. one thing i learn from our clients, no matter how old they are, no matter how little english they know, they know how to get to chinatown, meaning they know how to get to our clinic. 85 percent of our staff is bilingual because we are serving many monolingual chinese patients. they can

it's a wonderful program. he's also a great supporter, free trade, he had been a champion of building highways and infrastructure which has enabled vital investments in our roads and bridges in missouri. he was vice chairman of the select -- senate select intelligence committee and he worked for bipartisanship support to renew the foreign intelligence surveillance act. he's a strong defender of our military and our national defense and as part of the defense appropriations subcommittee, he worked to continue operation of boeing's f-15 production plant in a plant next to the airport. being from the farm irk appreciated senator bond's support of agriculture. he was certainly a leader in making missouri a leader in agriculture research. he is a leader whose service has improved the lives of thousands of missourians, an example of patriotism that has inspired future leaders to follow in his footsteps. every time, now that missourians drive by this courthouse, they'll be inspired to serve their fellow man. service
