i see lucy, who is one of the first people we called after i called willie brown. the first thing you have to do is call willie brown to make sure are you are on the right path. he committed himself and understood immediately what this would mean for our state. i am very proud of his effort behind the scenes to steward this bill along with so many others that are here. i congratulate you for your hard work in getting this bill on the desk. we thank the governor for signing the bill and doing it here in san francisco and highlighting again what is at stake. let me very briefly remind you what is at stake. we are in a state with close to 2.2 million people that are unemployed. second highest unemployment in the united states. if you look at the june numbers, we have counties in this state, 21 of them with unemployment norton of 15%. in imperial county, their unemployment went to 30.%. that is staggering. that is within our own state. that is not some place outside the border borders. that is the border of california. just like washington, d.c. doesn't create jobs. it

the willie brown school was closed. it is proposed to be reopened when the bill passes. then the partner high-school is marshall, where the majority of kids tend to go. many kids go to a range of schools. these are partner schools. i want to talk for just a second. the grant to does something for the residents. it provides social service money to provide an on-site community center. case workers worked in the developments day today and wake up every day and think about the need for those residents and then work differently in a way with those families. they also partner with the consolation of schools. the thing that is exciting is that it really comes at a time when the district has already been focused on the school transformation through the superintendent zone under the leadership of the doctor and the superintendent himself. there was some core work that was happening to address the historic inequities in the bayview. the district has been focused on release supporting and developing the teachers as the change agents in the school. some principals now a seat -- rece

that is something that mayor willie brown taught me. we allow our communications to get through and people will get through to us. i also want to give my appreciation to the police chief being out there tackling those things, even if there are communities that do not understand what we are doing, trying to get to a level of communication that is comfortable for everyone, so that we get good information. as i said earlier, working with our public safety adviser and his staff to promote as much prevention as we can. it is not always going to be the police stopping everything. it will be other programs that prevent and change people's lives. that has to work in concert with our police department and all the things they do, but it begins with a good presence. the police chief has shown that through a number of things he has done, making sure there are great communications while we ask our police officers, has with our other public officers, to contribute to the deficit, making sure that our funding gap is closed. this is one of the most dif

and then willie brown started having his graffiti summits. as a result of my actions, richmond became a better place. not just removing graffiti but everything on public property i took pictures of, documented. dates, where it was and that went to the commission unit. when a perpetrator was arrested for that tag they nailed him with all the different pictures we had provided. in 2000 i received an award from you from captain ed springer for all the stuff i've done in this community. i love this community. this district is awesome, this theater. presidio, middle school. some of the kids. i currently work with the friends of mountain lake park. i do all the dog waste bags. that's what i do now. i was deputy sheriff for 10 years. i had an advance post. what i'm here tonight is they found my application for patrol special. it was going to be 30 days for them to approve it and it's been over one year. this is my anly days and this award is attached to that and i'm still not a patrol special. i've asked the captain to apoint me. i think i'm worthy

as his good friend, willy brown, said about george, george's only problem is when he has two drinks he thinks hes invisible. and george was swept into office in 19 -- well, not swept but he won the mayority in 1976 with the backs of gays and neighborhood organizations, with a new force in city politics that was spearheaded by the burton brothers and willy brown and their democratic machine. george moscone was part and parcel of that. harvey milk's background was different. harvey came from new york. was a smart new york. >> liked to crack wise, and he had a background in finance and the theater. he had been in the navy. he played football in high school. but eventually he became the rosa parks of the gay movement. he was the fellow who stood up and went to the front of the bus and said, i'm going to be a city supervisor. i'm gay and i'm going to be elected. and of course, he was, which was quite an extraordinary thing. especially because at that time in the city in the mid-'70s, san francisco was undergoing an integration crisis. maybe the only gay integration crisis in history, but it

we are city internship program created by willie brown in 1997 to address a tremendous demand for youthmployment opportunities, demand that is still among young people the highest-rated demand that they have four resources from the city. we place hundreds of youths annually and have placed 4500 use over the past 13 years. this program exposes young people to careers in city government and serbs people from all over san francisco. fortunately we have strong partnerships with a number of departments in the city, and today we will talk about the one with recreation and park. for the past 13 years rec and park department has provided significant financial support to us and has hosted hundreds of youth in turns these experiences provide young people with exposure to careers in the public service that a particular working in recreation and parks, and also provides a place to learn the basic job skills and explore careers and consider what their future might look like. last year rec and park posted over 43 -- 43-paid insurance during the summer in school year at 14 different sites throughout s

i want to recognize mayor willie brown. come on board. -- for board. -- foward. rward. people have been working on this for decades, but i get to comment for the fun part. it is truly exciting. a reappointed and many of the things that will come out of this, including jobs. something that our city desperately needs. two issues that i care deeply about, which is affordable housing and pedestrian safety, two things that our office is taking on. this will produce 4000 new units of housing. it will run a transit center in which will host the ac transit, bart, muni, and hopefully high- speed rail. along with that, we are including many plans for increasing pedestrian safety in the area as well, which is something that has been a large issue for our district. i want to thank the tjpa, and one of the members that are here today, gabriel metcalf. as well, the staff of the tjpa. and they give to the help of our director, maria i-80-kaplan. also recognizing our many partners because this project would not be possible with just one entity. i want to recognize john ramp of the plan

willie brown actually made his name by going and trying to see one of the homes.it was a very political thing. he would walk up with a whole bunch of people in the person showing the home would sneak away. >> even in the teens, there were a lot of neighborhoods that had restrictions against certain groups of people. >> this was in the 1950's. willie mays had trouble buying a house in san francisco. a couple of people would not show him a house. they had to enlist the mayor and a bunch of people. this is their reservoir. companies would take a block and there would start wrecking houses. there were building two a day -- they were building two with a. the 1930's were the big boom times for the sunset. >> this is a recession. >> these are the homes in west would park. -- in westwood park. >> how did this perform? the composite the assembly -- come's assembly -- composite assembly. >> they would stucco it. they would put chicken wire on it. >> when i inspect buildings that are being remodeled, i see that the chicken wire mesh is completely gone. >> it is galvanized. t

involved in public life in san francisco, i was appointed as the predecessor to this board by mayor willie brown back in 1996. back then, the budget was much smaller. that the mission was just as important. in the two or three years i served on the board, and then as city attorney, were muni happens to be my largest client, i cannot tell you how much i appreciate the work that the organization does. scott talk a little but about his experience -- talked a little bit about his experience. to me, that is what it is about. to have the stick to it of this -- sticktoitiveness to stick with an organization. i cannot imagine a better addition for this organization. we have had the opportunity -- i've had the opportunity to volunteer working for him on neighborhood cleanups, and i see how much he cares about san francisco, in respect of of his role. he has the leadership skills, the drive, the vision, the people skills to take muni to the next level. i want to congratulate him on his new position and the mta board on a truly inspired selection. i know he is going to inspire nothing but confidence in the
