desalinization will represent a choice between different water supply options. we think it will undermine conservation options, decentralize options that are important in san francisco -- the urban agricultural movement, the use of groundwater and creeks. i would encourage sfpuc to become a leader to further those issues and work with the community to reinvest ratepayer dollars into the community. i think that would be more appropriate. we are seeing water demand declined all over california, and that is good. there are different reasons. it is important to work to keep water demand low. that needs to be worked out, insuring revenues are met. we are selling our model. how can we do that, encourage conservation and keep demand low? it has been pretty flat in california over the last 25 years. los angeles uses the same amount as 25 years ago, and have english progress in their backyards. that is why we are opposed to this current project. we have seen so much excitement about desalinization all over the state, yet a single project has not been built in the last 20

desalinization is one of those options. there is a limited number of supply options. none of them are cheap and none of them are ready to implement. we have a full array of information and hand. in this case, the regional partnership spreads the cost across several agencies. during any project, this will still require an environmental review. some questions remain to be answered. i will review a little bit of the project history here and start by who are the partners and who could benefit. the participants are shown here on the map. the history of the project is back to 2003. there was a pilot study performed in 2010. we work with staff among the agencies to try to flesh out institutional issues that need to be dealt with. we are looking at a site specific studies to help give us the information and make a decision on. each one of those stars represents when it was before the commission as an individual item. we have also identified this in broader manners. this has been going on since 2003. we would like to make a decision as to whether this is worth pursuing or not.

along the coast they are going to desalination plants which takes saltwater from the ocean, takes thealt and the particular matter out and provides freshwater. the problem with that is that it is very expensive. it takes a lot of power so it is expensive and creates greenhouse gases to extract those salts. once you extract the salts what you do you do with that? the salt and rind it comes out is a very concentrated rind. if you push out to see it tends to kill or hurt wildlife so desalination is something i think we are going to be seeing much more of in the future along the coast in particular. but, it is not the silver bullet that everybody has been looking for. and the second thing that is happening in orange county particularly as they are using human sewage as a potable water source. now, that sounds disgusting to a lot of people, but actually it uses somewhat the same technology as desalination which is reverse osmosis. it cleans water to an ultrapure degree. in fact water so pure that they have to add minerals back into it because it is not healthy for you to drink it. what the
