federal authorities today charged this man, oscar ramiro ortega-hernandez, with attempting to assassinate president obama. mr. ortega-hernandez was arrested yesterday in indiana, pennsylvania, where police say he fled after shooting at the white househundred yards away. shooting at the white house with a semi-automatic rifle last friday night. one bullet, which may have been from that incident on friday, reportedly cracked a window in the residential wing of the white house in what's kould called the yellow oval room on the same floor as the president's bedroom. the bullet was stopped by bulletproof glass. this happened on friday night. the president and first lady were away. they're traveling. according to the official complaint in this case today, mr. ortega-hernandez was actually stopped by police before the shooting happened. he was stopped in arlington, virginia, which is quite near d.c., at about 11:00 on friday morning. someone had called him in as a suspicious person apparently, and police pulled him over. the complaint says he refused to let officers search his car, a black 1998 honda accord with idaho plates, but police did take his picture. they noted he was wearing a black hoodie that had l.a. logos on it. it was later

congress when we would vote against stopping a federal agency that has not had a delegation of authority from congress to regulate in this area the house of representatives has already voted in favor of this resolution. we need to send it to the president and say to the president congress did not delegate our authority, it is overstepping its bounds, and furthermore it is going to put a damper on the most thriving part ofur economy today, and that is the tech sector. it is where we are hands down ahead in the world because we have kept the free markets. why would we give that up to unelected federal agencies who have not been asked by congress to regulate in this area? and if we did, we should be required, because it is our constitutional responsibility to do so, to say exactly what we would ask a policy to be in a new regulation. we have not done it, mr. president, and we should not allow the federal agencies who are appointed but not elected to take over this area that is so important for our economy. if we have any guts at all in this senate, we should stand up for our one-third of the balance of power in the federal government and

federal spending and the deficit by terminating taxpayer financing of presidential election campaigns. it demands that agency rulemaking be held accountable. reclaiming that authority that is vested here in this house. h.r. 527, the regulatory flexibility act, requires agencies to analyze the impact that a new regulation would have on small businesses before the regulation is adopted by requiring all federal agencies to obtain input and develop and conduct regular regulatory reviews of existing regulations, this bill, i believe, complements and codifies president barack obama's commitment in executive order 15563 which solicits public input. h.r. 3010, the regulatory accountability act, makes further positive changes. it reforms and modernizes the procedures act. it makes agencies more accountable and regulations more cost-effective, and a recent study, madam speaker, that the small business administration commissioned, they estimated hat cost of the u.s. federal regulatory burden hit $1.75 trillion. $1.75 trillion. that's not to say there aren't benefits that outweigh that burden. but when the burden is that substantial, we have to have a process in place that balances those benefits and burdens.
