rogers: i thank you. i yield two minutes to the gentleman from ohio, a member of the conference committee, mr. latourette. the speaker pro tempore: the gentleman is recognized for two minutes. mr. latourette: i thank the chairman for yielding and the recognition. mr. chairman, it's like a breath of fresh air has blown through this chamber. i will tell you what a relief it is, congratulations to chairman rogers an ranking member dicks and the subcommittee chairs and ranking members for getting us to a point that was normal practice for the first 12 years i was here, that is we do things like have a subcommittee markup, people get to offer amendments, good amendments, bad amendments, in between amendments but they were thoughts they had. we would debate them, we would discuss them, we would vote on them. same thing happened in the full committee and the floor. we actually had a conference between the house and senate, some people had never been to a conference before, i had members come up to me who are new

supervisor campos: thank you. i want to thank supervisor avalos for his leadership on this very important issue, not just recently back from the very beginning of this movement. i also wanted in my colleagues who came out to stand with occupysf. let me make a couple of points that i think need to be made. first of all, i know that a big issue that has been raised by both major quan and mayor lee has been the issue of tents and how we do not want to set a precedent for tensts going up at occupysf. the reality is that a precedent for that happening has already been established. in -- from 1985 to 1995, the san francisco vigil did precisely what occupysf is going to do right now. in protest of the federal government inaction with respect to the aids epidemic, a number of sentences against camp out in front of the federal building, and not only did they have tenst, the head cards, mattresses, and furniture, and they were allowed to peacefully assemble, not just for a little bit, but there were actually there for 10 year

so thank you all for coming. [applause] >> i would like to invite adrian to say a few words about the community ambassador program and the commitment he made to expanding the program here at central market. >> thank you, everyone. i want to say that when the mayor comes to you and says, "please start a safety program and we do not have money and no resources to hire a new staff, and you will just have to make it work" -- it is amazing. we got so much from the mayor's office, from the board of supervisors, and you see the result of our efforts. our community ambassadors program is a street smart safety program. not only do we keep the peace out in the streets, but we also educate the public. everyone deserves safe and clean streets, and that is including our employers, our businesses, our workers, our visitors, and every resident of san francisco. thank you so much. we look forward to working with our businesses and community in the area. i would do anything to help them. thank you. >> i saw this in your resmae. -- resume. >> i am on the patient advocacy committee. this is the task force. i was given a death sentence due to my severity in the whole of my heart. this pardon me for military service. i was a veteran assistant to the bed utilization. i graduated from i.t. technical institute. and i had to endure brain surgery while i was awake. i was put in a hospice. while i was a hospice, i used medical cannabis which helped me to survive. i wanted to use this to help others achieve safe access. i have been at every patient advocacy committee meeting and i am proud of the work that we are doing. i also attended the task force meetings this year and i feel that i can use my life experience for this committee. i assisted my vietnam veteran friend at a veterans hospital. the canvas that i brought him helps him with his issues and unfortunately he died on february 22nd this year. there are many others who can benefit from this amazingly effective medicine and they

coble: i thank you, mr. chairman. mr. chairman, i rise in support of h.r. 822, concealed-carry permits may be the most scrutinized permits for gun owners to receive. unfortunately, the manner in which these permits are recognized by various states is confusing and inconsistent. h.r. 822 will help resolve this dilemma, mr. chairman. for example, in my home state of north carolina, concealed-carry permits from south carolina and georgia are recognized, but not permits from new mexico. meanwhile, new mexico readily recognizes concealed-carry permits from north carolina. if enacted there would be no discrepancy over which permits are valid. another reason for supporting h.r. 822 is that it protects states' sovereignty. states are not required to issue concealed-carry permits and state laws regarding the use of ownership of firearms are explicitly preserved. i firmly believe that the second amendment -- individuals to own a firearm, mr. chairman. i also believe that ownership and use of a firearm carries a special level of pers

defazio: i thank the gentleman, and i particularly want to thank mr. goodlatte for his extraordinary leadership on this issue. we both supported virtually identical amendment in 1995. now, when i first came to congress i did not support a balanced budget amendment to the constitution. i said things similar to my good friend and colleague, mr. neal from massachusetts. it's a gimmick, we don't need it, people can come together, we can make these decisions. it didn't take me long in observing the congress to realize that there's an infinity capacity in this -- infinite capacity in this congress to kick the can down the road. the can is getting pretty darn heavy to kick down the road and it's going to land on the next generation with full force. $15 trillion of debt. for the first time since world war ii our, you know, our debt -- this year our deficit exceeds the gross domestic product. . we are going to have to force people to make tough decisions. that the conclusion i came to when i supported the amendment back in the mid 1990's. think about it. passed
