the development from amber lee, she's been watching the standoff for several hours tonight. >> reporter: we want to show you what justin herman plaza looks like right now. some speaking on the open microphone. we counted two tents that have gone up so far. police backed off, after setting up a perimeter here earlier. at around 8:45, things came to a head when there was a clash between protesters and officers. officers scuffled with several protesters. tackling some to the ground. tensions would raise from time to time during the past few hours. shortly after 6:00 tonight, protesters march from the federal reserve building to justin herman plaza. they tried to reoccupy the space police removed them from this morning. officers in riot gear moved in, surrounding the dozens of protesters who moved inside the perimeter. >> justin herman plaza is closed for the public. >> reporter: protesters did not heed orders. one of the protesters who was detained appears to suffer from convulsions. >> the police officer removed couldn't believe around there that tight. >> reporter: this woman was arreste

. >>> the solano county teenager who was the focus of a statewide amber alert has been found safe. but joe vazquez tells us a lot of questions remain now. joe. >> reporter: juliette, you know, the suisun city police department spent much of the last 24 hours very concerned that they might have a serious and sinister crime on their hands an abduction of a 17-year- old girl named christina almanza. investigators said they had a voicemail from her or perhaps someone on her behalf claiming that some men had kidnapped her along with several other girls. and in fact, late this morning, chp put out an amber alert as a statewide alert asking people to be on the lookout for christina and her blue oldsmobile minivan. by 1:00 this afternoon, she was found. police spotted her at a house in vallejo. her van parked right outside. the cops burst into the home and when they did so a pit bull ran at the cops. one officer fired shots at that dog and actually ended up killing the dog. officers then took two men into custody an adult and juvenile. they are being questioned right now. police described

amber lee, ktvu, channel 2 news. >>> the wind is really blowing around the bay area as well. this is a live picture from our camera at jack london square in oakland. you can see the flag blowing in the wind. and the camera shaking slightly as a result of the wind. the winds have also caused power outages throughout the bay area. we just checked with pg and e. overall, 2600 customers have no power. most are in the north bay. in the east bay, there are 380 without power. 480 on the south bay. none in san francisco. those numbers have been up and down all night. and will no doubt change again. ♪ [ music ] >>> the winds are howling out there. a wind warning in effect for areas above 1,000 feet. i have done a check throughout the bay area on my weather page. it says who's got wind? everyone's got wind. the strongest winds were in the north bay. winds up there have been 44, 45 miles per hour. we've seen winds near in the east hill near 50 miles per hour. look for perhaps 60, to 70 miles per hour. the winds are just getting going. it's going to really ramp up in the next few hours.
