[applause] >> thank you, jennifer. the opening of pearl's here at the corner of sixth and market st. marks a major milestone as the mayor and our community partners have indicated. what was once a vacant and blighted corner is now this incredible, beautiful store where we can all enjoy burgers and then some. that history dates back many years. since 2003, the redevelopment and the city have invested in this area. more than 30 businesses and tenants, ranging from great community partners -- they are all here due to our sixth street economic revitalization loan program. without the partnership of folks like urban solutions, and jenny mcnulty is here -- we would not have been able to achieve the success, even though we had the strong backing of our mayor and our chief. we are excited that this is just one of many great

now that the redevelopment money has been snatched, the mayor says residents are at risk. they will lose out on projects designed to make their communities safer and better. plus, the redevelopment agency and 400 other agencies across the state will close their doors. the san jose branch helped build the hp pavilion and tech museum. >> 400 agencies have to figure out what to do and we have to address the $1.7 billion gap that the state is facing. >> reporter: the state claims the redevelopment money will be spent on roads, schools and firefighting. but don't be surprised if some of that same money eventually goes to paying state salaries. >> salaries are one of the issues that are involved in some of these monies. but the issue goes beyond the salaries. the issue goes to specific and direct projects that have to deal with capital improvements all throughout the state and cities all throughout california. >> reporter: today's court ruling contradicts what over 60% of voters wanted. in november 2010, voters passed prop 22, which stopped the state from taking, borrowing or redirecting local govern

you have had lots of promises in the last couple of years on redevelopment. you take it away when no one is looking a couple of years later. golden gateway wants to make some money off of the site they got for $1. they got the entire site to develop because they promised a public amenities for the life of the project. the life of the project is still going on. public amenity was the recreation center. it is tennis courts and swimming pools. now you are being announced meet -- you are being asked to get rid of the tennis courts to cut a deal to do a land swap. that is what is going on. i find it frustrating that the only people who have seen these plans are the people that he got to show up on this. they say they love the new plans. there is nothing for the public. i asked staff about where the plans are. i was told there would be some here for the public. there are not any. i would like to have a set of the plans. they're not available from the planning department. they are available to the people misspoke in favor of the project. this is a project that is goi

redevelopment agency. as maria said, we issued and rfp for two of the parcels i will show on this map here. block 6 and 7 of the transbay redevelopment project area. they are right here. block six and walked seven. -- block 7. these of the first market rate developments we are proceeding with on folsom streets. it is a very large site. a total of 550 element units. included among that are 136 agenciey-subsidize affordable units. in addition to the proceeds from the land, we have another requirement from the state that we have to build 35% of the units affordable housing. these blocks here are all going to have a significant affordable housing component, but most importantly the goal is to generate the most money that we can from the market rate component of all of these parcels. each parcel has a distinct market rate project and affordable project. they are financially set -- separate. we have a market rate project consists of 300 ft residential tower, and a bank of town houses along a new clementine tha stre the highest purchase price for that market rate component, as well as a proposal fo

by the redevelopment agency. >> we were fortunate to move in here. >> did you save money by moving here? >> yes i did. yes, i saved a lot of money moving here. >> reporter: but brickwood is onef the final success stories for the agency. today the ruling that allowed the redevelopment coffers. >> you feel like a teenager who just had their car keys taken away. >> reporter: the convention center and stadium will be funded in other ways like special taxings. but one big casualty will be affordable housing because it's difficult to find investors. >> without it it means a lot of families are not going to have affordable housing here, it means a lot of companies won't be able to lure workers here. >> reporter: but the president of the board of supervisors says san jose's monster redevelopment agency hurts social programs. >> it's an important decision because it returns property tax back to those local agencies. it's important for us at the county too in terms of what we call safety net services. >> reporter: some cities including san francisco and oakland may try to retain the redevelopment agency by giving a big chunk to money to schools. but san jose does not have those funds.

this was created by an agency that's gone trade even people on the redevelopment agency are trying to get employed by the cbd. i'm going to prove to you in my year-end report that the west is corrupt -- we have the senior citizen program, which have thecbd -- there are so many agencies are corrupted our community, no fault of our outgoing supervisor, to be sure of, but it was corrupt by individuals. reverent tones and mentioned how we need the funding it was good in the first five years. -- rev. jones. it did not work in the western addition because it was involved with african-americans, blacks, negro's were involved. it wasn't a mixture because the people that you gave the money and trust to, they were corrupt. [tone] myself, i had to sit down with the corrupt as of that old board and tell them i would not support them. most of the people that were elected office or the people that were recipients of getting money, and talking about 1300. reverend townsend was talking about the filmore center and safeway, i don't blame them. i would not want to be involved with all that corruption.

they came out with this project, and it was their idea to help redevelop our street. with the neighbors on the spot, we were able to win the award. with all the neighbors, and redevelopment, -- and i also want to thank one whirled designed -- this project came to light. we were able to get it on paper, and from there, it went to reality, with the help of the other departments. i also wanted knowledge the core members of the group that worked on this project. mardina, nimichelle, juan fuent, anna smith. we met with various residents on the block, at my house, month after month, to make this project work. there is so much love that goes out to redevelopment again, for all of the effort we put forth. it took six years to do this. some people said that it would never happen. in my heart and soul, i knew we were going to get this done. today is the day, as sunny as it is, you can see the wonderful and beautiful result of all the neighbors that have backed us through all of this, as well as the other departments who have helped us out. we want to thank you. this community built this block and it
