i'm president of the bar association of san francisco. basf, as we note the bar association to be called, has had a long relationship with the public defenders office. it is crucially important for administration of justice. and so is san francisco conflicts panels where administration, which the bar association has provided in partnership with public defenders. so in san francisco when a public defender has a conflict of interest, criminal defendants and minors are represented by private attorneys from a panel administered by the bar association of san francisco. maintaining this independent body of attorneys is critically important as a well-run public defenders office. we are each other's complement. we are the sum of the parts that makes whole the criminal departments working so well in san francisco. in 2003 the superior court contracted with the bar association of san francisco indigent to have cost-saving oversight to the administration and billing associated with conflicts. so tron is the director of the courts administration and

associations, our non-profit associations. this is what san francisco should be about, coming together to celebrate san francisco. again, congratulations. happy new year. that would not have a check out charge associated with it. the final amendment is they directed the comptroller's office that after january 13 to conduct another economic analysis on how the legislation is meeting the intended goals of reducing single use plastic bags in san francisco, so those were the general items the board of supervisors adopted that is very different from what you considered in early december. the second item i wanted to discuss, the staff had asked about the availability of reusable, compostable bags, and what i can say it from our departments perspectives from looking at all of the five manufacturers -- bag manufacturers because of this legislation there is not one particular company that is going to benefit from this new requirement, given the fact that many municipalities are moving towards demanding progress -- products that are reusable but can withstand the legislation in terms of being able to be washed, being used multiple times, that the industry has started to meet and make these atbags available to merchants

association, who is talking about threats to the american justice system caused by under- funding of our courts, and i might say as well, under- appreciation of our courts. with that in mind, i have made a selection of the questions. let me start with this, if i may. what can regular citizens, ordinary citizens, do to strengthen and uphold the u.s. justice system? >> i think maybe that is the seminal question as to why we are gathered here today and why we are talking about this issue. lawyers alone will never accomplish that. judges have the worst. they're not supposed to be out there asking for money for other court systems. the average citizen has to demand the attention of the courts. sandra day o'connor has one of the best statement. in every society, there have to be a safe place. in a democracy, that is a place that is the courts. we have to have the average citizen talking about how they want to preserve that save space in our society and talk to their legislatures, because there is a view among legislators, not all of them, but many, that the courts are another agency. it is

reilly led roa's first gathering for our founding fathers who established this great association. of business, the roa minuteman hall of fame welcomes another inductee. a great citizen patriot who has conspicuously contributed to the advancement of our roa programs and its objectives. it is an exceptional honor for me to introduce our first speaker and induct this year's newest addition to the minuteman hall of fame. our speaker has been referred to as the premier military man of our age. he has distinguished himself with his leadership, valor, creativity and diplomacy. in the area of scholarship, his master's and doctorate degrees from the woodrow wilson school of public and international affairs at princeton university, and his leadership of the combined arms center where he led the development of our current counterinsurgency manual reflect the marvelous intelligence and insight he brings to bear on any issue. his integrity is unimpeachable. through his over 37 years of military is service, remarkably, director petraeus has held six general officer commands, five as combat comm

the american bar association has one of the best legal libraries in the world. coaching and has said -- has built a law school that has no books. we're working with those countries to provide them with legal materials because they have been asking. they also ask for lawyers to help them with their loss students -- loss students -- law students. we have reached out to see if we can do some exchange program. what i tell them not to do, i think that they ought to not -- the same thing i said earlier. they ought to try to find the separation of funding issues that the government needs to make it not a political system. they need to look at what is adequate. in these countries, access seems to be the biggest issue. they ask me about access. it is ironic that we have our own access issues, which we talked about earlier, but they are very concerned about not having sufficient access to the legal system for their citizens. >> the problem of under- nourishment, so to speak, of the justice system is one aspect. you have talked about, is it that the trial level, the origin

and we're trying to partner with the american bar association, the local -- the vermont bar association, as well as vermont historical associate and league of women voters to try and find ways to promote siv vincivics e more. i think there's a lot we can do as a group but we also need help at a federal level. >> all of those are wonderful things that are happening and i hear about similar things in other states. so thank you for sharing that. i do want to say that our primary focus at icivics is providing resources to schools for free. i would hope that it would make it at least easier to systems that are looking at addi ining civics to make it somewhat more cost effective to do so. we're not directly involved in that ourselves but we are partners and work closely with the campaign for civic missions for schools who is out there work ageing at the state level advance civic education specifical specifically. if you're not working with that organization, i would encourage that as well. >> we have had big use of these resources, also by all of our home-schoolers. so this is something that

i am president of castro-eureka valley neighborhood association. i am on the chief of police's lgbt forum and i've been ought -- involved in the neighborhood for four years. so, do you want me to stop? supervisor kim: no. i called you by the wrong name. >> i have known tim for four years, i met him when he joined evna and he has been involved with the organization for four years and he has taken a leadership role in the neighborhood and i have been impressed with his ability to take others ideas and put them into effect in the neighborhood. for example, castro after dark was formed working with another bar that was a nuisance. i talked to him about it when he joined and he took the leadership role on trying to get it underway. the first bar he bought in the neighborhood had been a major nuisance to residents on harford street. he did outrage when he took it over to their residence and neighborhood association to find out what the issues were and how he could work with the neighborhood. he is collaborative and takes a strong leadership role in have

i'm executive director of library users association. the san francisco public library, if you could show the flyer, is planning very soon to eliminate the historic multicultural community created murel on the library. this murel was painted by arch williams, a gay man, and carlos in 1980 to 1982 with the help of many neighborhood adults and kids. the existing missourial covers three sides of the building with the front facing side including the historically important chilean musician, victor hara. if they could focus in on that. victor harrah playing the guitar with his names and words from one of his songs. he was tortured and killed by the chilean military when they seized power in 1973. the stadium where it happened in the capital is now named after him. the military also destroyed tapes of his recordings. nonetheless, according to "the new york times," relatively recently, chile is experiencing a full-fledged victor harrah revival. a documentary about harrah has recently been completed and the trailer is available online at resurrec
