rikers island has 1400 people -- 14,000 people. i worked at a high-school that had a mural on the wall. there was a figure, a man dressed in green, split in two. the front have has a gun, a rifle in his hand, military fatigues. the back half has the prison inmate uniform. on top it says choose your dream. so those are your options. we have seen it hurts our families apart. women are the fastest growing population to be incarcerated. we see women's prisons, men's prisons, teenagers -- they have a baby prison for the babies. they build a prison every year based on third and fourth great test scores in black and latino communities around the country. that is a fact. i can give me the documentation on that. so when the police are grabbing us up, it is a function of capitalism. white supremacy and capitalism, they have had a very long dance together. the police are filling the prisons because prisons operate like hotels. they do not make as much money, so police are agents of the state. not only where they serving the interests of the w

at rikers island jail a bakery churns out nearly 90,000 loaves of bread per week while teaching inmates how to bake. in many of the prisons profiled on "lockup" inmates have opportunities to learn skills that can help them find work on the outside. but all too many spend their time honing skills more suitable to mayhem and murder. >> i stabbed an inmate 12 times over some dope in front of the chow hall. >> i took a knife and stabbed him with it three or four times until he was dead. and then i butchered him with it. >> you find a piece of metal or something, file it down on the concrete. it ain't got to be sharp, it's just got to have a point. put your handle on it and do what you need to do. >> "lockup" crews are regularly exposed to the tools of a deadly trade. >> you know, in every prison we film in there's always a shank museum, a place where the authorities display all the weapons that are confiscated by staff. homemade weapons the inmates have made from like bed springs or melted down plastic. they're truly ingenious but they're deadly as well. >> at california's san quentin state

having visited rikers band before and seen the homeless prevention up there, there are tremendous challengese have in our cities and communities everywhere, with people coming into the jail system because they were homeless and often leaving the jail system. so it's with the key fact year. now, someone indicated that people move from one state to another because they find that in state aid they don't receive the resources they can receive in-state deep. to what extent do you find this to be the case, where we have people who will literally say here if you go to state a coming of it somehow. >> certainly implementation of federal programs at state and local levels there is quite likely because a great amount of discretion is given to local thin states as to how to implement federal programs. the other piece that occurs as the resources of states and local governments contribute to solutions also vary. so some states contribute and support heavily homeless programs to provide assistance. other states provide very little if not no assistance at all. resources available to them is very quite gre
