the next item on the agenda is the budget discussion. would you like to introduce this? >> the recommendation has become somewhat customary for our commission. the city has had quite a difficult budget situation. at issue, we have been requested to make cuts by the mayor's budget office, and at the same time, the ethics commission is an independent agency that has a slightly different status. because we are moving to a two- year budget cycle, the target was cut 5% of of this year's budget for next year. another 5% for the following year and to provide a 2.5% contingency. the five-year plan of the ethics commission would require more staffing among other things for us to be able to leave the entire mission because of the budget situation. it is extremely unlikely. out of respect for the budget process and acknowledging the ethics commission's independence, i am recommending we put in a request equal to this year's budget and would allow us to go forwarrd with the same staffing level as they are now. there are no other accounts with insufficient funds to meet the targeted

illinois -- the illinois jobs agenda for this year includes a commitment to affordable housing, which is vital to our economic recovery. while we have helped thousands of families stay in their homes and find affordable housing, we must do more. so today we're launching the illinois foreclosure prevention network to connect struggling homeowners with every resource available from counseling to legal assistance to mortgage relief. in the coming week, i'll join with cook county board president tony preckwingcal to talk about moving the vacant properties to good use. we have to move forward on clean water. clean water is the life bed of our people and economies and illinois is messed with abundant water from lake michigan to the illinois river to the mighty mississippi. but many illinois residents are living with aging water mains that are nearly 100 years old. and scores of waste water treatment facilities are in dire need of repair. the illinois jobs agenda for 2012 will put thousands of people to work, replacing broken water mains. building treatment plants, upgrading sewers and clean

this is not a radical agenda. the biggest problem i think for obama is not the charges of class warfare which he will surely face. it's the bigger problem that people just tune out presidential rhetoric these days. it's not at all clear to me that people really care what the president says, whether he's a democrat or republican in any way. it's very hard to communicate long term the themes that are outlined in any of these speeches. and i think the rhetoric has to match actions. and it has to be seen as authentic. i'm not sure most americans will be aware of some of the themes that were outlined in the speech. we'll see if he continues to push the fair play, fair shot, fair share which sounds good on many different levels and will probably work, but i don't think it will define a whole new era of politics the way the new nationalism really did. so let me get some more differences between the two speeches. the most glaring one is that the crux of the new nationalism in all of the fights over the constitution in the

agenda or and. and if you've got the pictures the pictures you know that can be doctored to but when you have the pictures you have to mix them with the numbers to tell the story so if you show children lying dead in the street in damascus you need to back that up with numbers as well now where do you get them i mean if there are no in geos on the ground or n.g.o.s that you trust or a government has kicked them out and you don't have social media that can back up the figures with anecdotal evidence i mean you don't have those those mechanisms on the ground a lot of times what happens is is that you take the government's numbers and you take the opposition's numbers and you take some hopefully objective third party that's there and their numbers their you know whatever counts they're making whatever and it don't all the evidence that they're that they're using and then you basically make a best guess now is that is that journalism one o one is that what we teach georgetown no but what what else are y
