we have good news for drivers throughout the bay area. the bay bridge is re-opening about 30 hours ahead of schedule. cal trans officials say the upper deck will re-open tonight at about 8:00. that means it will be a much easier for just about everyone to get around the bay for president's day, especially people in mirin and the east bay who saw the most severe traffic backups last night. nbc bay area's kimberly terry is in the bay area with an update date for us. >> reporter: the california highway patrol will be escorting the first cars across the bay bridge in a matter of hours. at 7:00, caltrans crews will pick up the cones on 80, 580 and 880. they will be re-opening the bay bridge to traffic after that. this is, of course, well ahead of the tuesday morning scheduled re-opening. caltrans officials says good weather has allowed crews to work at a much faster pace to get the required work completed. the bridge's westbound lanes closed friday evening so crews could demolish part of the existing bridge that was in the way of the new bridge

nbc bay area cheryl is live in san carlos. this makes people very nervous in case of an emergency. >> reporter: jessica, some folks who live here in san carlos believe that closing down the fire station in their area would have a negative effect on their community. but one city official says it's all about the bottom line. money. >> we lost our dedicated police force and we have the fire station right next door and the paramedics are right next door. it's always sort of comforting feelings. >> reporter: now there is talk that fire station 16 might close. >> i'm a little concerned with san carlos with, with all of their cost cutting, is cutting back on the services that has made san carlos pretty special. >> reporter: it is not a done deal, but officials are talking about closing a station each and operate out of one fire house that would be located in an undetermined location. san carlos mayor says stations 12, 16 and 18 are within a mile of one another and respond to about one to two calls a day. he says consolidation makes s

what does that mean for the cameras here in the bay area? t's bring in kris sanchez who joins us tonight from san mateo. and kris, the peninsula and the south bay is filled with those cameras. what now? >> reporter: oh, yeah, this is the biggest provider and operator of red light cameras for all of the bay area. you know, none of the police departments that i contacted today said that they had plans to change any of their programs because of this pending class action lawsuit. but for the people who are fighting to get them taken down, for them, it is all about getting a little bit of validation. running a red light can be catastrophic for many police departments. red light cameras put the brakes on red light runners. >> they have been very effective here in san mateo and around the state in getting the public to really realize that you do have to stop at a red light and that they do cause so much damage when you run those red lights. >> reporter: most of the red light cameras in the bay area come from phoenix-based red flecks. three cities in

with all the major bay area transportation projects set to open in the bay area in the next two years, john good win of the metropolitan transportation commission may need to get his scissors sharpened. >> the next 12 to 24 months, wither going to see some big projects completed. >> reporter: yesterday, caltrans announced the new eastern span of the bay bridge will open labor day of 2013, but even before that the double-slide tunnel on highway 101 will open at the end of this year. a lot of these projects were approved by voters ten years ago, maybe even longer in some cases. >> reporter: other major projects in the pipeline include the construction of a fourth bore on the caldecott tunnel, set for completion in 2014 and new doyle drive replacement in san francisco scheduled for 2015. >> as far as this, probably not since 1936 or '37 that is when we got the golden gate bridge, bait bridge and the first caldecott tunnel all opened up within that two-year period. >> reporter: long shoreman gabriel sullivan will be one of the beneficiaries of many projects, daily commute includes the bay

they asked 76 municipalities in the bay area to report back on how much trash ends up in their storm drains. >> something like 100,000 kitchen bagfuls of trash are flowing into the bay. >> reporter: it's no surprise high density cities like oakland and san jose contributed the most trash. >> places that have eateries, restaurantses, fast food places tend to be our bigger sources of trash. >> bans on plastic bags and styrofoam have helped reduce the problem. cities will have to do more to meet new state goals for reducing trash. >> the goal is 20% by 2014, with a longer term of 70% by 2017. and ideally it's still a goal, all trash by 2022. >> reporter: cities like oakland are taking steps to try to reign in their garbage, including installing barriers around storm drains. >> we have boones that collect about 17,000 gallons of trash per year, so that prevents the trash from getting into the lake and out into the bay. >> reporter: it will take big changes in human behavior to stem the bay area's litter problem to leave nature without the human touch. joe rosato, jr., bay area news. >>> a

looking at different areas within the bay area, solano county among the areas i am looking at, is among the most affordable. but looking back to the late 1990's, a household in san francisco that was 100% of ami could afford quite a lot of house in solano county, more than three times, and to a lesser extent, they could afford more house and the other suburbs, as well. they could afford about 150% of the house in alameda county, about 120% of a house in santa clara county, and just about 100% of the house in san francisco in 1996, which is a good year to start looking because that was the start -- let's just say the increase in housing prices that turned into a bubble, and what happened is despite the fact that the region build a great deal of housing, housing became less affordable everywhere, so that 10 years later, 2006, 2007, and 100% ami household could only afford half of the average house in san francisco county, and that was at the absolute peak of a housing bubble in 2007. we all know housing has come down, and if you look at san francisco, that number of how much cash you can

the cold front now making its way through the bay area and, of course, as it moves through here you get to the high country it turns into snow. some low snow levels. toward the kingvale area we have some snow continuing to come down there. if you are heading in that direction, winter storm warnings up there as well. you want to bring your chains. we are looking at heavy snowfall throughout the morning continuing into the afternoon. and it's not going to stop there. looks like the snow could continue as we head in toward thursday, as well. the latest advisories up there, winter storm warnings in effect if you're heading in that direction so be very, very careful. but they could see upwards of four feet of snow across some of the higher peaks up there. but those winds are really going to be whipping. 60 miles per hour so yeah, be very careful heading in that direction. if you can wait a day or two you will probably get up there nice and safe. here's the cold front sliding through town and you can see with it, really just making its way right through the bay area now. gusty winds to 30 mil
