it deals with rural post offices. the reality i suppose is that there are some post offices who have outlived their usefulness, their viability. but the reality is, others have not. and i have yet to see the criteria by which the postal service reaches a conclusion as to which ones remain viable, and which ones do not. the postal service earlier this year announced the potential closing of 3700 post offices. 134, for example, are in the state of kansas. so it's a significant number, but probably not compared to many other members of the senate. we have attended, staff of mine have attended 90 of those closing meetings. i can't think of an instance in which any member of the community goes to the committee meeting and comes away believing that the postal service has a plan in place for why their post office was chosen, or that there is anything that a member of the community can do about it. and so it seems to me we have the postal service going through the motions of conducting these community meetings, explaining tha

people talk about this as a post office. only one is referred to it gives them the right to establish the postal system. it's been this way since the country was founded and all you people at the post office can be proud of that. and it's it's not too subtle that means congress needs to been sulted before they implement reforms to threaten to destroy it south. every day i wear this pin. it was given to me when i was first sworn in the senate. part of that constitution is how we establish the postal service. i am not yielding one iota of my oath to uphold the constitution. and neither will senator sanders or congressman welch. and i know the governor is we us on that. and you can count on that, too. now you've not been shy in letting us now hoe you think. i appreciate that. the mail handler's union, to others that have spoken up, thank you for doing that. you know, all of us work together in 2006 to prevent the closure of a similar facility. now they're glad they didn't close it. senator sand ers and congressman welch feel th

consider the example of a post office. most retail companies would close retail stores that fail to turn a profit. roughly 25,000 out of our 32,000 post offices operate at a loss. we've got thousands of post offices that bring in less than $20,000 of revenue in a year that cost more than $60,000 to operate. and many of these are within a few miles of the next neighboring post office. and yet, a reaction from attempting to close one of these low-activity post offices and provide another option is really something to behold. people rally around their local post office, and they do so because it's part of their town, it's a cherished institution. on one hand, that demonstrates the power of our brand and the extent to which our customers feel connected to the postal service. but on the other hand, it makes no business sense. there are better and more efficient ways that we can serve our customers. here's an interesting statistic. purchasing stamps accounts for 48% of all the retail transactions that happen in a typical post of

there's somebody out there with a lease for a post office. that's considered better than a municipal bond, right? and now, don't get rid of that! >> so, then what happens to the employees once that facility closes? >> we're working through that. you know, from an employee standpoint, we've reduced the career head count and noncareer head count in this organization by over 250,000 people since the year 2000. we've never laid anybody off. there's been a couple of people that have chosen to leave based on moving somewhere. but you know, we're proud of that. i mean, i come from pittsburgh, steel town. i watched thousands, you know, 50,000 people get laid off in one fell swoop. when you come to work for the postal service, people do a good job. you ran our motto in the beginning. even though it's unofficial, people feel that way. and trying to work through the process with the unions, with the local people, put options out there, that's what we want to try to do as we downsize. the one thing we have in our advantage is our advantage is there's 155

if you go in a post office and you say to the clerk, can you notarize this letter for me, post offices it's against the law, can't do it. can i get ten copies of my letter? sorry, can't do that. a fishing license? hunting license? can't do that. if i want to christmas time, can you wrap my package with christmas wrapping, can't do that. all over europe with post offices are doing is significantly diversifying, they are getting involved in e-telecommunications and making revenue. we've got to do a couple things. short term as you indicated, we have to relieve the post office of this horrendously ownerous responsibility of coming up with $5. $5.5 billion every year. no other institution, private corporation, has to do that. second of all, the postal service, everybody agrees, has overpaid about $13 billion in various retirement programs. that will give us short term breathing space in order to get a new business model out there which allows the post office to get involved in a much more entrepreneurial effort and raise the revenue it needs to be self-sufficient. >> all the things brough

>> in the last year, we've closed about 500 post offices. that was in the first run-through, this 3,700 we're looking at now, we're still in the evaluation process. we closed about 50 processing facilities over the course of the last year and a half, and we'll continue to do that. i mean, it's -- as the volume has dropped, we have to make these changes. you just can't wait until the bitter end and then try to close. we've got to take the costs out now. >> and is there an appeals process where a community says, hey, we're special? >> yes, yes. >> how does that work? >> here's what happens. if you close a post office, you have to have a public meeting and you explain why you want to do that. one of the things we've learned going through this is it's better to go in and give people some options. i think that that's an area where we haven't done as well going in. it's not been -- we haven't articulated the options. so, we'll go in, a town has the opportunity to come back to us with an objection or to the regulatory commission. they're doing that
