so if there's a theme that's redistricting, i think it's the morric rise in the latino population and you see it obviously in the controversies in texas and elsewhere. also people tend to think about it in classic areas like texas and california and maybe florida, it's throughout maybe just not the south but in northern cities as well, where i live in harlem, which is historically seen as a majority black area is now plurality latino so the harlem district is plurality latino so there's a similar theme there which is that the african-american population has not been keeping up with the pace, and so that it becomes a little more challenging to draw some of the districts as we talked about before but also not as necessary because of success of certain african-american incumbents and others in getting cross-over voters. the relevance of the obama election i think is in the background of a lot of discussion of these issues, even though it doesn't really come up in court. i'll be interested to see if it does lead the supreme court to think about section 5 in one way or another, but even th

this time around, two-thirds were going through their first redistricting cycle. it was important to explain firsthand what the process was and i think we'll have a very, very useful discourse during my visit there. and this was the first redistricting in louisiana ever where all of the litigation has been cleared. i mentioned contested litigation involving the texas plans, that trial in the section 5 matter ended last week, closing arguments are tomorrow. there was litigation in the section 2 proceeding that went up to the supreme court. we participated as an amicus in that particular case. we continue to be involved in both the section 5 and section 2 matters. we also have other judicial preclearance cases in matters and we have lodged a number of objections in a number of counties. we're obviously involved in a number of section 5 matters arising out of recently enacted state laws relating to voter identification requirements, voter registration requirements, and changes to early vote prog se procedures. last month we interjected -- last week texas filed a judi

this time around 2/3 were going through their first redistricting cycle. so it was important to explain first-hand what the process was and we were able to have a, i think a very, very useful discourse during my visit there. and this was the first redistricting cycle ever in louisiana where all of their statewide submissions were precleared the first time they were submitted. every prior cycle there is litigation as to at least one of the statewide plans. now i mentioned the contested litigation involving the texas plans. that trial in section five matter ended last week. closing arguments are tomorrow. there was litigation in the section two proceeding went up to the supreme court. we participated as amicus in that particular case. we continue to be involved in both section 5 and section 2 matters. we have additional preclearance cases pending from florida, texas and various local jurisdictions and we lodged a number of objections in a number of counties. we're obviously involved as you know, a number of section 5 matters arising recently enacted state la
