fourth, arlington provides military funeral honors that the va does not. fifth, arlington hosts many special ceremonies every year, some involving the president and visits heads of state. and, sixth, arlington is one of the most visited tourist destinations in washington, hosting over 4 million visitors a year. finally, we do think opportunities exist for the army and the va to collaborate more for the mutual benefit of both organizations, but most importantly for the benefit of our active duty service members, our veterans, and their families. here are examples. va has staff dedicated to establishing eligibility for burial in their cemeteries and a central scheduling center that could assist arlington. conversely, va officials are examining geographic information systems or global positioning technology should be used in their cemeteries, but the army already does this and could conceivably provide assistance to the va. since no formal mechanism exists yet to identify collaboration opportunities, we recommended that the two departments establish one, and t

the va's keith wilson oversees the gi bill.e you taken action against any school for over-aggressive pursuit of veterans? >> we do. it's... it's not... it doesn't happen a lot, i guess, is what i would say. but there are situations where that does occur, and we do have the authority to do that and we've done it. >> smith: the va couldn't tell us how often; we could only find one recent example. are you worried that veterans are not fully informed about what choice they're making? >> no, i believe veterans are informed about the decisions they're making. and we're always working to get them better information. >> smith: but if a veteran goes to your site, will they find rankings and comparisons and the kind of information that the fda publishes, for instance, on food packaging about content? >> not on the gi bill site. yeah, we're working in that direction, but right now we don't have that, no. >> smith: this interview was conducted in late january. do you think there's some urgency here about getting more information out there

it comes from specific focus between the va and different offices in hud to make that happen across the country. this particular project is wonderful. it is serving those who have been on the streets along time. there are folks who have really suffered. we do not want to forget them as young girl men and women are coming home. we do not want to forget the folks who have been on the streets along time -- a long time. they have aged beyond their years. we want to help them. this is the type of program that does it. does it with special plans. the whole program has built over 1 million units in 20 years. it is a fabulous program. it helps extremely low income people all the way to home ownership for people just beginning. this is an incredible example of that. the couple of days ago, the president made a huge announcement about housing. one thing that does not get as much play in the press is the focus on the very poor. he made a $1 billion commitment to the first affordable housing trust fund. he has said it will be included in his budget in a few weeks to congress. that affordable housin

one system is in use, the boss system. that's a va system, so it's not really an arlington contract. but arlington does use that system to order the headstones and the grave markers. but there's no payment to va under that contract. and then the last two, the interment management system and the total cemetery management system are the ones that we basically got nothing for in terms of the monies that were spent. so there were a number of reasons in terms of, you know, the contracts not having the specific, again, oversight. the deliverables not being very clear. documentation, planning, oversight. so it spanned the gamut in terms of things that you would not want to do for contracts. and so in the oversight and management report, we made some specific recommendations in terms of having an architecture, and mr. lepore can talk a bit more about that. >> mr. chairman, the point that my colleague, ms. martin, is making is we made the point in our report that the cemetery staff took some very reasonable initial steps to deal with sort of i

incredible story how he left the va ladies and gentlemen and his father booted him across the river and said don't come back until you get your education so he did this and he walked into this urban area and everybody was looking at him if you ask most men there in the back, what's the most proudest moment in your life, most of the men will say the birth of my first born son. not him, he will tell you the proudest moment in my life is to see my two daughters going to school here in the village. the woman on the extreme far right, she's the first girl to get an education in that valley of about 4 thousand people. she first wrote with sticks in the sand and now she's her second year of medical school scoring in the 90's. her father said you should not become a doctor it's really messy but she's determined to go back to her village and become a physician to help her community and it's an incredible story of how like her father she's persevered. this girl is from the afghan border valley of about 4,000 people. she was the first girl to get an education in our village. the communities there

they were looking for people with graduate degrees in the va. they wanted people in their management pools that had been there, done that, wanting to take care of other veterans. certainly one of the things i learned in this town, number one, veterans groups are the epitome of the iron triangle, study political science, they are both standard for special interests. nobody messes with us particularly. that's a crude way to say something that's very positive. i'm on the inside of that bubble, but every person that's put on the uniform has agreed to make that sacrifice. then when they step over, it's also common ground at every change of administration. if there's one thing the legislative process needs, it is the common ground. it's a place you learn to work from. they have to work for it. without this award, i would probably have never seen it or had an appreciation just how challenging that process is. writing legislation is the most challenging job you'll ever get. it is easy to write poor legislation. hard part is writing good legislation. high
