departments, all city commissions, all city employees, all city officers. that is in the law itself. with respect to most other employees of other departments, for instance, employee with the ethics commission, the one-year ban would only apply to communications with the ethics commission to influence a governmental decision. but there is an exception carved out for the mayor, for the members of the board of supervisors and also for the legislative aides of the supervisors so it is in the law itself that the one-year ban applies to communications with all city departments. commissioner liu: thank you. chairperson hur: any further questions for mr. selna? >> just a comment. my feeling is that you're presenting us with a problem that doesn't yet exist as the previous commissioner mentioned. this is all hypothetical. this legislation is not intended to prevent you from gaining employment and as someone who spent many, many years as a public affairs professional with many companies, there's no reason to think that you can't find a public affairs position and th

these are all of the elements of the great city. so i want to thank everybody here was with me. again, i want to thank naomi for a wonderful decision. naomi. [applause] >> thank you, mr. mayor. in addition to all the wonderful things that you said about mohammed's leadership and the reason why i am so confident that he is the best director for dpw right now and can leave this world-class organization is his hardworking it does the plan and work ethic, to oversee all these wonderful public works projects. he is going to oversee these projects and make sure that they, on time and under budget. and one of the things he has done is embrace innovation. he has in dpw staff that he is a monitoring that looks at the performance measures to make sure to look to the performance of these projects, and he meets weekly with his staff to make sure that, again, there on time and under budget. in addition to the discipline to these public works projects, we referred to him as mr. clean. you can probably twitter that and find mohammed nuru there. the mere mention, he is out at every neighborhood,

also establishing policies applicable to the measure of own -- all city owned properties. that applies to as. and the final statement. containing policies and procedures governing the acquisition, disposition, leases, and permits. these are generally applicable to anything we do. >> right. >> does it make sense to say that? to add something that says any activities in compliance? >> the reason you would not make it a requirement that what you did was necessarily consistent with all city policies is because, sometimes land use is proposed which is not going to be consistent with a prior existing policy. and that is where your criteria for environmental review comes in as part of any requirement -- required environmental review. you have to evaluate whether the proposed use is consistent with the existing general plan and neither applicable policies and you are provided with that analysis and to decide whether or not you want to go forward with activity that would include a general plan amendment. to say you were never acquiring property and use it for something that was not

[applause] >> thank you, cory. appreciate it. good evening, everyone, and welcome to the 32nd annual good government awards. 32 years. finding people to give awards do because there are a lot of people who are dedicated to making sure that would we all get up in the morning, there's a road to drive on, and the water is clean, the city hums. it takes all of you, it takes all of us, to make sure that happens. that is 24/7 every day of the year. it is a huge undertaking. dignity health -- see if i can find my paper here. dignity held, as some of you know, formally known as catholic healthcare west. we've changed our name about a month ago. we have been in the city about as long as did the government. about 1854. we represent a handful of organizations which are still in san francisc

all those years. i came in at determined to bring a new level of civility to city hall. and [applause] and despite a few rough patches, it was an election year after all, for the most part we work in an atmosphere of mutual respect and civility. we actually manage to agree on a lot and get a lot done. when we disagree, we worked through it and did not get bogged down in acrimony. i want to thank every board -- member of the board of supervisors for your hard work and dedication to the city the past year. thank you very much. [applause] we even met once a month in your chambers to the exchange questions and answers. i knew some folks found those steps in the tip, a mutually- respective sessions a little boring, but that is ok, as long as we're getting things done, and do not mind being called boring. i came in determined to make san francisco work for the people of san francisco. of course i started with the benefit of a great team in place with me and the mayor's office across the city departments and with city conditions. let me stop for a moment to acknowledge gavin new

they have been working with the city so well in all of the properties that they manage, and that is consistent with our tone in the city, one that i registered strongly, that our technology companies, including macys.com and so many others, if they want to stay in the city, we will make sure that they are welcome to. i know this is an exciting day, almost as exciting as in 1998 when you started maycys.com, tried to bring technology into the retail business, setting the groundwork for that success. you look across the country today, 166,000 employees. multiple stores, billions of dollars. in fact, $25 billion for fiscal year 2010. those are serious numbers in retail. i am familiarize myself with the numbers. if you are at home with my wife, she just says, macy's, go ahead and support them. she goes in the store whether she intends to buy anything or not. it is a brand that resonates with so many people in our city. thank you for locating here, for making it the technology headquarters, along with your head covered -- headquarters in cincinnati, new york. thank you for being a great partner and

city. we're all committed to that. the excitement of being able to attack the 800 miles of streets, the 300 building structures, the ability to make our roads safer for our seniors, the disabled, kids, pedestrians, cyclists, and drivers, i could not be more pleased. i look forward to signing this of the mayor's new desk and look forward to working with you as we see improvements in every single district and neighborhood of the city. thank you very much. [applause] >> part of the program is dedicated to improvements that will bring benefits to the many muni riders. a key part of that is the mta. during his tenure, the bond was brought to life and successfully passed. it is my pleasure to welcome the director of the mta and former director of dpw. >> it is like the former director gathering. [laughter] having spent four years doing right of way infrastructure work in san francisco, it is not sexy, it is critically important to the economy and quality of life for those of us in san francisco. this bond will make it easier

resolution that was approved, it was a resolution that called for public transit to be free for all city children -- all children in the city of san francisco. when we talk about being a transit first city, we want to make sure that we mean what we say. it is about changing the way that public transit is seen in the city and county of san francisco. if it is transferring to what it needs to be, it cannot just be about poor children riding public transit. it has to be something that every child, in respect of that blast. we see public transit as an integral part of their lives. the cities that have implemented this kind of a program, like new york city, have not made discrimination based on income. as an agency, we have a responsibility to make a longterm investment in the viability of this system. that is why free transit, free public transit for all children is so critical. it is not only critical because of that new generation of writers, but because we need to make sure that we maintain environmental detectives. we have certain goals that we have to meet as a city and we will not meet

we know that central subway will connect our communities all over the city, all over the bay area, not only bringing millions of tourists, but making sure our families will be able to be connected to folks who live here, not just in chinatown, but north beach, and fisherman's wharf. i know there have been a lot of thanks. i want to take a moment to thank the community partners that helped to make this happen. we spent a lot of time working with the residential tenants and the small business tenants who are here. thank you to ccdc and your advocates for working with the mta staff and others in making sure the transition will be a smooth one. the reason we have this beautiful our work behind us is because of the work of the chinese historical society. thank you. i also want to thank the chinatown ymca. the young people helped to create the minerals. from left to right, it tells the journey from our past to our present and really to our future to a beautiful new structure that will be built. this structure is being billed with the generations of struggles and advocacy represented by all o

it is all headquartered right here in our city. what i am trying to do is make sure those technology companies, when they start here, they were looking for people that would do the fantastic engineering. they could put it all on the social platform. that is why they have grown to billion dollar companies. they are located right here and all their talent has been right here. what if you had a chance to work for those companies? those are just three. there are 300. there are 1500 technology companies in san francisco. so of the names of which you have not heard about. they are producing all the different applications that you might be using. whether it is music, finding out where you are apt, yelp, they are all located here. in order to get these jobs, you have to have the same talent they are recruiting. that is what i want you to make sure you pay attention to your education. if you have a good grounding in your basic stuff, if you get to college, these jobs are waiting for you. people love coming here and living here and working he

that the courts will raise to keep these wonderful talented and innovative arts and our city, keeping us vibrant. all of these commissions -- we have some 14 commissions are being appointed today. each and everyone of them are extremely important in terms of the quality of life for the city and the promises that we will fulfill to all of you. i am excited about your appointments. as we swear you in, i will ask and take the time that i know the rest of the city family wants to see -- i want you to come up come as you raise your hand, named a commission that you will be on. we are proud of these appointments, we are proud of the time that you will spend, the quality of life that you will improve. i want you to do that for me as we swear you in. looking at all of you, knowing where you will be, the hours you will be spending, you have to understand, you reflect a tremendous diversity in the city, one that i have the privilege of representing myself in an historic fashion. i know that all of the communities in san francisco will be so proud of your leadership and your vision, but also, i think, most impo

he is working with our city administrator noami kelly, who is also here. we're all here in collaboration to make sure that you know city hall is going to continue putting resources in. we are reinstating the revolving loan fund, putting more money into it. we will have more of that decision making with the budget committee, the board of supervisors coming in the next week. then we will be walking through teraval this afternoon, touching all the aspects of it, in every district. you have supervisors like malia cohen who are no longer worried. they know we are working together. what they're worried about are the people's negative attitudes, which should not creep in. we are confident with the merchants in the city. we are going to continue discounthis positive outlook ane will continue to do it with neighborhoods, to make sure there is job creation and economic opportunity for everybody. thank you for being with us today. i look forward to an intriguing menu here starting with eskender. thank you for your leadership here.
