i introduced legislation in this regard, hr-2015 which is called the american discoveries american jobs act. which would focus the country on this question. because one of well intentioned lab personnel told me directly, he's got four patents. he tried to build these products here in america. all of the research was paid for by american taxpayer dollars. but those jobs are some other place. and there's a lot that we need to work on in this regard. i'm a big proponent of research. i think our labs are tremendous asset. i travel with the chairman and mike simpson and others. i would just amazed at the work by thousands and thousands of phds on behalf of the american people. but we want to make sure that jobs that are created stay here. and there's a lot of work we have to do. we have to change some of the statutory language, i think, to require that if we're going to tax someone who's working every day in my district or someone else's district and invest it in very smart people come up and they're going to go out in the commercial market and make a lot of money. that's great. we want that

the bill is hr-1144, the transparency and openness in government act. the bill includes five transparency bills that passed the house last congress. and i'm pleased to say that this year i can report that four out of the five titles of that bill have been moved through the oversight committee either as stand-alone legislation or parts of other bills. one in particular i want to highlight is the federal advisory committee amendments. this bill would close loopholes in the federal advisory committee act to ensure more information about federal government advisory panels is made public by agencies. the bill closes one loophole, for example, that allows right now advisory panels can create subcommittees and the subcommittees are not subject to faca, so agencies can avoid faca by doing the work of the committee through the subcommittees. and this bill would close that loophole by applying faca to subcommittees. the bill passed, was approved by the oversight committee. now it's awaiting action on the. and that bill's an example of how open government laws can

firstly, let me just say, i was proud to join with my colleague jeff duncan to introduce hr-3783. the countering iran, the western hemisphere act which i am pleased to say was marked up and passed in the foreign affairs committee earlier this month. the legislation would call for the state department to investigate hezbollah's presence in the western hemisphere and create a long-term comprehensive strategy for keeping our communities and our nation safe. the purpose of this legislation or the inspiration came from hearings in this very committee where expert witnesses had informed our committee that hezbollah has a presence in the 20-country region of latin 20-country region of latin america, but also in 15 american cities, as well as four canadian cities. we were also told in subsequent testimony that we shouldn't be all that concerned about that presence because that presence was their activities were limited to fund-raising. well, that's not comforting. and i think where there is a presence, there is an intent and there is a severe threat. we all know hezbollah is a terror orga
