before we get into the vietnamese strategy, a little bit of historical background about french indoe china. the french had colonized the region in 1858. they left the vietnamese emperor in place to control internal affairs. in 1919 the paris peace conference, ho chi minh, the famous communist leader of vietnam, he tried to get vietnamese independence here. he turns to communism. 1920 he becomes one of the founding members of the french communist party. in 1930 he establishes the vietnamese party. in may of 1941 ho and the communist party set up an organization known as the viet minh. it's anticolonial groups. they build their first guerrilla bases. they build a movement based upon mao and in some respects supported by mao and the chinese communists. their first base is on the chinese/north vietnamese border. during the second world war ho is one of the more effective antijapanese leaders. he develops very good credentials and credibility in vietnam as an anti-french factor, as an anti-japanese national list. he downplays his communist side even though that remains very, very important to h

scattered thunderstorms across indo-china and northern philippines.peratures are going to continue to be a little bit on the cool side for this time of year. just 15 degrees in hong kong. we usually see about 22 in the middle of march. 11 in shanghai. a chilly day in tokyo today at just 9 degrees. all right. as we head on into north america, another winter storm in the pacific northwest. now it is really going to get fairly intense for the northern mountains of california. you can see about 90 centimeters of snow in the next 24 hours. it will be accompanied by strong gusts. that will make travel hazardous in some areas. as the system moves inland and starts to dissipate, there will be a steady stream of moisture over the next couple of days. the rest of the week is looking very wintry for canada and b.c. and central california. we run into high dry weather here. not always a good thing because we have the surge of warmth and may-like temperatures coming up from the south. however, it will be dry and that means the potential for fire weather for the ce

down towards the indo-china peninsula showers in southern vietnam and cambodia will move toward the northnd it could become heavy at times on thursday. now moving on to the americas, a large high-pressure system is bringing dry conditions across much of the eastern u.s., but to the north a low pressure system and spreading widespread snow showers across the eastern half of canada. then we also have other low pressure systems moving across the central rockies spreading winter storm conditions. as it moves toward the east, snow will change over to rain and spread rain to much of the eastern half of the u.s. on your wednesday. it's going to be particularly wet in the southern plains. thunderstorms are possible on wednesday. and it will turn severe on your thursday. to the west, dry conditions are continuing. that is raising the risk of wildfires in parts of texas as well as in new mexico. lots of warm air coming in from the south, pushing up temperatures. getting up to 16 degrees in chicago. 13 degrees in toronto. and 17 degrees for both b.c. and atlanta but to the west dipping down to 2 deg

still seeing some scattered thunderstorms across parts of the philippines as well as indo-china here. some heavier rain also for myanmar and northern parts of thailand. as for japan, well, we've had that winter storm moving through. as we head on into wednesday, it's going to be a much calmer, more settled picture before that happens. so we'll still see probably about 30 to 40 centimeters of fresh snow into wednesday. then high pressure moves in, and it's going to help push a lot of that precipitation away. all right. let's head into north america, where we have yet another winter storm, this one affecting b.c. down in toward northern california. you can see about 90 centimeters of snow on the cascades and very strong gusts. so that'll be blowing the snow around and make travel pretty hazardous. do take care. ni anywhere east of the rockies, though-s going to be experiencing summer-like warmth. high pressure in place. lots of sunshine. and it is going to be feeling very warm indeed. but there's still the potential for some severe thunderstorms before this system up here towards easter
