this confirms that the loss we followed after katrina has been rebuilt and i commend you for these efforts. at the same time, fema was spread thinly responding to a record number of spring disasters and your agency is and was facing significant financial challenges. your chief financial officer should be complimented for keeping you out of the black for the end of fiscal 2011. as we both know, this was touch-and-go, right up until the end. hopefully with the new mechanism congress passed as part of the budget control act we'll have more long-term stability to fund critical disaster relief needs. principally we're here to discuss your 2013 budget. the request for fema is $10.2 billion and 6.2 is for the disaster relief fund, 5% less than 2012, reflecting a $1 billion reduction. i'm pleased to note significant increases for grantses albeit in the last two years. the funding is tide to a significant reorganization of the state and local grant program. your new national preparedness gant proposal has raced many questions as to how it work, how you will award funds to maintain core capabilities

a katrina who has just come back from home so she witnessed a scene of chaos and carnage in the water on city. on thursday i spent nine days in homes with the syrian red crescent and saw with my own eyes the killing the bloodshed and the bodies on the streets many of the people in homes have not sided with the government all rebels they just want to be left alone and survive but the humanitarian situation is dire with no water no power and little food the conflict in homs itself is divided into with regime supporters on one side and you slam mr opposition on the other i saw many lebanese mercenaries i spoke with members of the syrian army who told me about tunnels that it's been dark between homes and lebanon which are used by mercenaries who are paid a lot of money to fight the army but from what i saw the blame for the violence lies equally with the government and opposition rebels who also fire missiles indiscriminately at government forces. which are the european union has recognized the syrian national council as the legitimate representative of the people and with foreign powers
