the richmond enquirer, decried the unbecoming vanity, displayed by the elaborate wardrobes of the richest merchants, unsuitable for a nation fighting for its survival. the way was for the government to regulate all trade. this, of course, flew directly in the face of that doctrine of state's rights -- state rights, i'm told to say -- the increasingly desperate condition of the rebel armies and weakening confederate economy led to a popular clamor for the richmond government off to talk over regulation of trade entirely. in february 1864, jefferson davis got the confederate congress to pass a law that required all outbound blockade runners to reserve half of their space for government owned cotton. a month later he urged on congress, a law, forbidding importation of any high value and profitable luxury goods that had been the common cargos in the first two years of the war. it was a long list. and i'm going to share some of it with you. see if you can catch a hint of a theme here. here is what was banned. ale, beer, rum, brandy, billiard tables, furniture, carpeting, tapestry, lais, jewelr

between california and cornwall street, fifth avenue and fourth avenue in the richmond district. he assured the neighbors who were very agast at the idea of these old cable cars being set up that they would be very tasteful and artistic. and essentially, yeah, it was like one room with a little bathroom attached made up of old cable cars. dr. cross thought he was hitting on something. there were hundreds of thousands of people who were homeless, looking for new places to live in the aftermath of the earthquake and fire. so he thought why not use these old cable cars. it only lasted about 10, 12 years. guess it wasn't a big hit. he built a more conventional apartment building after that to replace it. it really was the 1906 earthquake and fire that sort of spelled the end of carville. you have these hundreds of thousands of people looking for new homes, suddenly displaced. now they might listen to these men and say, look, you were renting before. you don't want to live there. i've got this lot out here, sand dune. but it's $100. you can build a house here for cheap. suddenly, more

i am the commanding officer of the richmond station. i want to thank officer moore, he has been doing an excellent job tracking the incidents. he gave you a small snapshot of many of the crimes and quality of life issues that have been focused around the rockit room. i deal with many community groups in my neighborhood. i go to several meetings a week. i hear the neighborhood concerns and i hear the complaints about the rockit room, the crime it attracts, the quality of life issues, the noise. i also speak regularly to my officers, might lieutenants and sergeants, who work that i watch. i know how taxing it is on our limited resources to police the rockit room when they have events, especially thursday, friday, and saturday night. it is taxing our resources. oftentimes i wish i had enough resources to vote a squad to set up and be a fixed post in front of the rockit room. i do not have those types of resources so we need your help. i reviewed the recommendations and i feel they are fair and promote public safety. i endorse them 100%. i t
