i think the triad has served us well. i think it continues to serve us well. i think that as we look to the future, there are attributes that are spread across the triad that continue to make sense for our national security. having said that, i am concerned about the costs and so i think there are a couple of things that we need to keep in mind. we need to phase these programs appropriately. we need to make sure that we have matched the investment with the needs. we need to control costs. i think there are a number of programatic steps to take as we go forward. when i look at the ohio replacement program, i know that we are making decisions here today that will be with us for decades to come. the ohio replacement program as far as we can see into the future, we believe that we see the strategic need for and the strategic value of a submarine based part of our deterrent so moving forward with that, even though we've had to delay the program some, is going to be important. that's also important with our allies, the brits. it's important we have a dual capable lo
