one of the fundamental programs is the fact that programs are so fragmented. it's also the idea of more responsibility to states or localities. there's a lot of people who are very worried about that because they don't trust states and government to do the right thing. they think of the federal ssi days. that's something that's been proposed by rich berk houser. we think it's important to consider other options devolving to the states. it seems incredibly important since local people are going to be delivering service to people with disability ises that you give them some flexibility and responsibility to administer benefits. but also have a strong oversight capacity. but one thing we can all agree on is all the structural changes proposed are not ready to go. we can't roll them out the way they are now. it would be irresponsible to do that. they could cost more than our current programs. they could really harm people with disabilities because we don't know enough about what we're doing. what we think we need is a long-term program at least ten years to start

it's the only program that i've learned so much compared to the hearing program. that they use sign language, they show body language, and i really recommend those who are out there that really need help to come here. and it's hard at the beginning, but once you go through it, it becomes easier. and i think that now it becomes really easy for me, and i'm still learning every day. recovery is an ongoing process; it's a continuous process through your whole lifespan, so it's important to continue working on recovery. what i do to help people that are still in the program- i support the newcomers and show how i've become sober, then explain what i've gone through. i'm always inspired and proud to see when that happens. you know, comparing them to when they first came in, ill, they come in thin, and now, you know, they leave strong and full of hope. and their life is full of color. it works. it really works, but it's not because just the staff or the place, it works because the person comes here and really tries hard, you know, to make it through. and when that happen

program to ask the engineering program to become an apprentice. what you see before you is this year's class. i would like to have them stand up and be recognized. our program this year, there were 1200 applicants and we hired about 700 of those. -- we hired about seven of those. you like to have some of you come up here. [applause] you are only 8 seeing four of them. one of them did this in velasco and he did high enough so that we hired him as an apprentice. we are hoping that this happens for these people. they are very excited about this program. this has been very successful. we have had people retire from this program. i want to give you a taste of what they go through. this is a two-year training program. we employ them and give them enough time. what you are looking at is the opposite see to have them go through this program. you have the opportunity to come in and become a super intended. we promoted our very first superintendent in 2011. it is all possible. we are very excited. i would like them to come up and say a few words about what
