ken feinberg, the managing partner of feinberg rosen, also the special master for the treasury department, you know his responsibilities as well for the 9/11 fund and also for bp so thanks to kenneth feinberg. harvey pitt, former chairman of the securities and exchange commission, the ceo here in washington, and we are also pleased to have jill summers a commissioner with the commodity futures trading commission leading the commission's investigation into mf global among other things. megan. >> thank you so much, peter. thanks for being here. so our panel is the future of banking. we have a diverse panel. we're going to hit on a lot of topics. i want to start out by getting all of your takes on that very question, what are banks going to look like five or ten years from now? we've got so many unknowns with dodd frank, so many rules yet to be written. where do you see this going? jill, i'll start with you. >> so from the cftc's perspective, we have issued over 60 different proposals regarding title 7 implementation, we finalized over 30 of those rules. and you know, many of those rules are

gary feinberg: quite often i will see a patient that's been referred to me by another doctor. i'll have a pulmonologist-- a lung doctor-- who will send me a patient who has asthma, and the pulmonologist wants me to assess whether or not the sinuses are causing the asthma problem. and after assessing the patient, getting the radiological studies, and determining that there's sinus disease, then i call the pulmonologist, and i call him on the phone or i call her on the phone and say we have this problem. the patient's going to need surgery... the patient will need to be in the hospital for a couple of days because of their lung problem or asthma. we work together as a team in taking care of the patient. this kind of coordination helps patients navigate the medical marketplace. it is particularly critical for anyone with a chronic condition. laura mosqueda: it's scary to be faced with a disease that might go on for 10, 15 years, where there really isn't hope for somebody getting better from it. then i think we need to provide ongoing office visits in terms of availability for peo

feinberg, why are you cutting my pay? my pay is a barometer of success relative to competition.that gets emotional because it is not a debate about how much money or how much compensation is enough. instead, it becomes very personal. it mirrors what an individual feels he or she has accomplished and it becomes emotional because you are getting into a discussion about how that individual judges his or her performance in a free market. that becomes emotional when you try to use the heavy hand of government to intervene and regulates that a matter of money. thinking in try to move away from a high risk, immediate reward, is to tie executive compensation to longer-term performance. >> that is what we try to do. we try to set the packages by saying you will get modest guarantees, under $500,000. any additional compensation you receive will be in the form of salary rise stock in your company. which cannot be redeemed immediately but must be held 1/3 and any additional money, compensation, will be tied to the ability to repay the taxpayer. that was the formula. not without controversy.
