we are a very special city, of course. as you know, charlotte and i have been working together for the last eight months, celebrating this wonderful diversity in the city as we will and in so many international visitors that come in. every opportunity we have, we market, but we also say, if you what a great experience, go to the asian. see what we have. it is one of the few cities to have its own asian art museum. that is a wonderful reflection of our city's commitment to not only the history of the population and growth and ties to the far east, but also honors the diverse art we have in the city. so many museums are looking at how they can contribute to not only the residents here, but what i think the nation is on course to do, something that i know charlotte and i talk a lot about, that is promoting our international status, making sure that we have an art museum that appeals to the kids in the tenderloin, to the kids all over the city, to the families we have in the city, but also to be special to our international vi

i wanted to show you our time lapse looking over this special city that we have named after a rebel.highness. only a little bit of daylight at the tail end of the day. when we get into the summer solstice, our sense is it will not be that different than what it was tonight. the monthly rainfall " -- closing in on 1 inch. a windy day over 30 miles per hour. tomorrow will be breezy. has it been warm? it is an overall warm pattern. i think we are in for another long hot summer even though we had nice breaks into the warmth. temperatures were around 70 degrees. you can see some spots to the north into the 40's. as to go through the next couple of days, tomorrow -- overnight tonight and when you go out tomorrow, dry weather in and around us. that will be the story over the weekend. high pressure on us. tomorrow night and on into saturday generally sunny. there is a bit of moisture. it will be in coming our way. that really will not be until late sunday. mother's day itself will be fine. tomorrow morning when you get up and head out, maybe a nice warm jacket. it will be a bit on the chilly

special events, there's a lot of appetite in the city for special events, and there seem to be more and more demand for them. many of these do not include cost recovery for the operating impact for us on the muni or the parking and traffic site. to the extent there is more of those, that creates budget pressure. most generally, a third of our budget comes from the general fund. so whether it does well or not impact our budget fairly significantly. the state of the economy can impact ridership, as does our own performance. because a quarter of our revenues come from transit fares, that also has a big impact on the budget. just kind of flagging a few issues out there that we may need to confront in one way or another in the two-year cycle. with respect to overtime specifically, we have had a couple hearings here, but that budget and finance and at gao. we have been running somewhere in the low to mid 50's in terms of millions of dollars on overtime expenditures. $20 million is planned overtime, built into our schedules. that is necessary for 24/7 operations. that obviously leaves a lot of

special use district. i believe that that is not the tool for delivering a project like this. i do believe that hospitals planning and design is part of a larger city investigation for corporate site, size, location. in this case, we are having an uphill battle for the special use district turns upside down all city policies, including the van ness corridor area plan. i regret that we have to go that way. i believe that, for many years, the transformation of van ness, which has a long history of transforming itself, into something of was supposed to become the residential boulevard, we have designed land use policies which have guided and shaped approval for design, policy, and corridor revitalization for decades. what we have in front of us was too big a move -- i am not sure as to whether we will get the boulevard we all dream about. i put that out there because i think it could have been done differently. i think that a planning department-driven neighborhood or whatever plan which would have shaped the project more are around larger city policy in a larger context in terms of planning and physical design would have been a better way to go. comm

needs or special circumstance. this is the city. even for those who are fluent in english, i encourage you to think about this challenge in a different way -- at some basic level, we know that our schools, something i have heard all our supervisors talk about -- that our schools work best if we have involve parents and good teachers, but when half of the parents are unable to communicate with the schools, is it reasonable to expect them to be able to be involved? on issues of public safety, if your house is being broken into, would you what your neighbor to be able to communicate with police so that officers could come? so much of san francisco is driven by small businesses, and many of these are led by individuals who are english- language learners or limited english proficient. their ability to access the city permitting process and to receive technical assistance would be improved if they had the language assistance, and that would be good for our city goes the economy as a whole. one last thing that i want to say on the importa
