most of that is related to harding park, not too sharp. supervisor avalos: we have seen the expenses declined in the sharp park and we have seen a decline in actual participation and rounds played? >> that the national trend. i think -- the answer is yes. all round have declined and there are a number of reasons for it. last year we had some weather challenges and if the last two weeks were any indications, we had a unique experience with having the u.s. open here about one of the benefits to having a long-term pga tour agreement is it will continue to generate incredible buzz. like everything, this is a value judgment. we are blessed with incredible municipal golf courses. these are fantastic, incredible assets. there are people who play golf and there are people who don't, but we do subsidize golf. we subsidize all our recreation. there is an inherent tension in keeping our golf courses affordable and accessible for public golfers. our rates are really pretty low. for some segments of our populations, are costs continue to increase. but t

harding park is one of the gems of the city. opened in the 1930's. cypress trees and rolling hills. a very well designed golf course. we've had a very successful presidents cup. the amount of spectators that it drawls, everyone from around the world -- seeing the course on television and the quality of work -- it is very impressive to me that we can do that on the public level. i have an extremely dedicated crew that worked with me. there's not a moment that i'm not proud of everything i see out there and all the hard work. i am very honored to receive an award. i feel very fortunate to have people that will go above and beyond. it is due to their hard work and their efforts that they put on ain on a day-to-day basis. budget funds capital commitments, materials, supplies, and large functions such as the zoo and the harding park clubhouse. materials and supplies always seems to be a big issue when budget time comes. materials and supplies, it sounds administrative, but is at the heart of what we do. when you think about our primary work force, our gardeners need tools, and they need grass seed. our recreation program is actually need materials and supplies to offer robust recreational programming. our structural maintenance staff is on the full yards in our shop. it takes care of our shops and facilities. sprinkler heads, plumbing, irrigation. these things are fundamentally important to us. supervisor avalos: maybe it is time to actually comment. i live right next to mclaren park and another park. in the past several years, there have been tremendous improvements there. i know we have seen a slide in staffing levels. certainly, there are people during the gardening work and maintenance work, and they are very stretched for their time. i am not sure if it is because i live right next to the park that i get to

with rec -- rec and park we have worked hard to complete renovations in seven other parks all across san francisco. each of these parks have been enormously popular with players and moat of the parks' neighbors. the proposed beach chalet is the first to undergo an e.i.r. and with rec and park we willingly requested additional review leading to an e.i.r. which confirmed that this project is safe for people, the environment, the park and for kids and that's exactly what the e.i.r. found. this project will have practically no environmental impacts. the e.i.r. thoroughly examined many of the issues you will hear abouted tooze -- today. it's very comprehensive and very data-driven. this renovation has been studied extensively the past two years and we've had an abundance of participation. this is a good project for our kids and for our city. you've heard a lot today about families with kids leaving the city. i raised two here and it's not always as you -- easily -- easy but the city haze lot to offer. let's give them one more reason to stay, the safe, high quality fields. thank you very m

parking problem. we have a housing problem in district 11. it is hard for a city like san francisco to deal with, but we have to figure out how we can improve the housing situation for these people living in the sub standard situations. >> what about the issue of homelessness? what are your ideas on dealing with this? >> we have a long-term plan to combat homelessness through a continual of care. it looks at economics, housing stock, health care support, and all those pieces need to be part of our deal with homelessness in san francisco. on the public health side, we need to make sure we have services that are going to help people stabilize their lives, how they can access mental health services, substance abuse services. a lot of people on the street are suffering from a disease of alcoholism, drug dependency. a lot of them are there because they have lost their jobs, housing. some of them are there because of hiv. that is one cause -- one part of the homeless population, but also, being homeless makes you more susceptible to contract in hiv. so we nee
