how big a step was it for hillary clinton to come out and say that publicly? >> i think it was quite a big step. it has a lot of potential ramifications going down the line. maybe even leading to some sort of no-fly zone. that's speculation. but if you extrapolate it out there's a possibility of setting down markers, saying syria is not allowed to use aircraft any more. but trying to embarrass russia, trying to pressure russia, trying to make russia look even more isolated, ahead of meetings between president obama and the russians coming up, i think is quite significant. the syrians are starting to wobble, i've been told. the syrian government is getting weaker and it's struggling to move its armed forces around the country. having helicopters alleviates that problem. you don't need a large helicopter corps with few dozen helicopters and a few dozen pilots, you can inflict a tremendous amount of punishment on centers and killing civilians at the same time. and i think the united states doesn't want syria to have its arsenal at its command. >> with russia and

max, fill us in on hillary clinton's message. is exasperated with the russians. >> yes, she is, and that is the big difference to the intervention in libya one year ago. this time, there seems to be no chance of convincing the russians to go further, to go beyond what they already have in the security council. they have backed the peace plan, but they seem unwilling to use their influence over syrian president assad to up the pressure and to stop the violence. that is what many here think would be the only possibility of changing things on the ground except for military intervention. >> at the same time, military intervention -- hillary clinton has been very clearly ruling that out at this point. >> that is right. one of the reasons is is an election year and the public here is very tired of wars. they were not especially enthusiastic about the intervention in libya, although it is judged a success looking back. but they are less enthusiastic about an intervention in syria. the u.s. have good reasons not to go there. the secretar

hillary clinton talking about helicopters. helicopters being used in syria to crack down on the opposition. today, the french foreign minister going out further than any world power, saying that a no-fly zone should be something that is under consideration and that specifically refers to helicopters and other aircraft. i think you have to go back and think about what happened in iraq in 1991 after the war there. saddam hussein was able to use helicopters to kill about 100,000 people and helicopters can be very devastating, and if you start to see more helicopters in use, more aircraft in use killing large numbers of civilians, now that you have france talking about it, a no-fly zone, hillary clinton talking about it, it could be a changed dynamic, maybe even a no-fly zone. >> the no-fly zone of course was used with great effect by nato in libya but has not before this been discussed in terms of syria. everyone said -- >> no. >> -- the situation in syria was very different. >> reporter: everyone talked about it being different.
