welcome to san francisco. -- >> good morning, everyone. welcome to san francisco.xpress my appreciation at being here at autodesk. not only do you have a great company here, but pretty soon, one of those models out there will be something like a three- dimensional arena for basketball or something like that. that might happen very fast. i wanted to come here and start by thanking the u.s. high-speed rail association for their good work, their collaborative work for so many years in building a forum and getting so many players together to develop coalitions and consortiums for building a high-speed rail system in america, and thank you very much, the association, for hosting this conference in san francisco. when our city's economy is going again, and most importantly, we are adding jobs, and we are ready. for those of you that are new to san francisco, you should know that we are building the very first high-speed rail project in the united states. our transbay transit center, which will be completed in 2017. tomorrow, we move forward improving the transit center's

we have a population in san francisco of about 800,000 -- some say 811,000. we should encourage san franciscans take this position. recently, i attended a task force, a health task force -- espanola jackson and some of the others were there. i believe it was initiated by one of the supervisors who spoke very eloquently at that task force. what i am is saying is san franciscans -- this is a $1 billion-plus type of operation -- talking about san francisco general hospital. we need san franciscans to be a stakeholder. we also appreciate the hard work of tom ammiano. it got a lot of static, but the whole nation is looking at those type of programs. but again, supervisors, be fair, okay? i can understand one or two of the candidates having residency waivers. we need san franciscans to step up. just like earlier the students step up. we need san franciscans to step up to be stakeholders so that they participate in the deliberation of quality of life issues, and one of them that is very, very important is held -- health. thank you very much. supervisor im: any other

we represent all the hospitals in san francisco. for the sake of all hospitals, every hospital supports the rebuild of cpmc. it is our largest hospital. we do not understand how residents will be cared for without cpmc. i want to bring up another issue. why every hospital is rushing to rebuild right now is we are worried. the earthquake is coming, it could be tonight, it could be five years from now, but a delay in two weeks in approval could mean nothing. or it could be that the big one hits and that hospital has to care for many of the people of san francisco. we have to have all of our hospitals open as soon as possible. let me quickly go to the point that san francisco hospitals employ 99 -- are responsible for over 99,000 jobs. we bring an $11.3 billion into the city. that is almost twice what tourism does. when the economy was tanking, hospitals increased employment by 10%. we are a steady employer for the city. we have 22% higher salary than any other business. we are not -- we hire far more women. we are vital to the city. b

[reading names] next speaker. >> good afternoon. thank you for your time. at work that -- i have worked at cpmc for years. rooms are too small. the new hospital will provide staff with a a safe work environment. jobs will be preserved if the hospital remains operational. i

has 19% and san francisco, 76%. much higher in san francisco than in alan. of the difference is fund raising is prohibited by contractor principles, and subcontractors in los angeles. they are not spelled out in the san francisco coach, while fundraising by contractors -- excuse me, contributions by contractors is prohibited. fund-raising by their principals and subcontractors is not prohibited in san francisco. there are some compliance costs that are considered qualifying expenditures in los angeles. that would work towards getting the expenditure ceiling. in san francisco, there are some exemptions to those costs. cash contributions can only be made for less than $25. for here, and his less than $100. those have less information about the contributor. in terms of education, the city of los angeles publishes a contributor that -- died. san francisco does not. it is on the website of the l.a. ethics commission, and we do not have anything comparable year. we have guides for candidates, of course, as does l.a. in terms of enforcement authority of the ethics

>> i'm with the electrical workers union sixth in san francisco. i'm a fifth-generation san franciscan, resident of st. luke's hospital. i'd just like to say that i represent 2,500 electricians of both sexes and all races and many san francisco residents and bay area residents alike and all of us have suffered unemployment in the last four years. no matter what zip code we lived in and we all need to have jobs for us to survive and for us to continue to live and work here in san francisco. i ask you not only to let this project go forward, but to look towards yourself and look towards the largest employer with the city, the city and county itself, to move local hiring to its own cycles and look at m.t.a. and d.p.w. and look at every other part of the city as being a leader in the local hiring ordinance problem and the local hire and take that on yourself before you ask that to be a burden of construction trade or of any private sector. until you're willing to point that finger and look at the four fingers pointing back at the city that they should b

it was members of the san francisco board of supervisors who came to ask them to open san francisco general hospital, which they did. they ran it for four years until a very familiar thing happened, and that was the county board of supervisors had a dispute about how to pay health care bills. the sisters said we've had enough of that and went on to create st. mary's hospital. as you can see, very familiar with how the city works. even then, over 150 years. it is an important issue. we're glad to be able to provide it. we're glad to be able to be here and to recognize some super creative people and the super creative programs. the committee which reviewed folks and review projects had a tough time picking who should be chosen and who should be recognized. the list is fantastic. spur, of course, has worked for years and sponsor of this good government awards for a long time to make sure that the folks that work so hard that do not get recognized every day -- you do get recognized. firstly, from the business community, i want to say how proud we are to have you and how proud we are for the wor

employer in san francisco. cpmc plans to build state of the art hospitals, and it would create 1100 union construction jobs. it will double the number of sick beds in san francisco. it is time to invest in making this earthquake safe. our members, our struggle -- it's time to move this project forward. with this news, san francisco has the opportunity to go forward with the plans and innovation. we need this project. thank you. >> thank you, sir. next speaker? >> good afternoon, supervisors. i'm the executive director of apa family support services. we are able to serve denver api -- diverse api communities and families. i have been able to talk about the quality of care and safety of around the rebuild for cpmc. also want to talk about jobs. multiplier effect of the direct number of jobs, plus the jobs that will result from supplies and services is quite large. i think the trick is to keep the dollar's local. the multiplier effect was 2 to one. we are talking 16,000 jobs. that does not even include the impact

i've lived in san francisco since 1974, graduated from san francisco statement have a degree in urban studies and social work vocation. i've been a homeowner since 1979 in inglewood. my public career has spanned 30 years and always involved -- revolved around neighborhood improvement and revitalization. i helped develop ingleside bridges in the early 1980's. i worked in san mateo and became head of a division responsible for neighborhood improvement and housing. i was administering housing set aside. led a diverse number of programs from first time home byears to affordable disabled housing. affordable housing. residential grants for housing rehabilitation and even to cold enforcement issues -- code enforcement issues, the car, the lawn, property issue knew sandalses. .com add day labor program in san mateo as well as building hundreds of affordable housing units. why do i want to apply for this commission position? well, i'll tell you in a moment. as soon as i turn the pain. i'd like to serve on the commission because it fits my interests. even though i've been retired from the publi

we talk about the city of san francisco. our mayor, our chief of police, our fire department, our new c.o.a. and then, of course, our illustrious supervisor avalos here who help putt this thing on for us today. but the most important thing we have to remember, we have to remember what happened in the past concerning us as communities and as districts and how important it is for all districts to work together, to help the mayor to help the chief of police to help the chief of the fire department. and what's been happening there's been too much decisiveness between districts -- decisiveness between districts. and by a view is one of the poorest districts in san francisco and we suffered gnome -- enormous economic loss in the past. we have the redevelopment and all the other things coming in, and even emergence got stuff going on where we're trying to pitch in and do a lot more volunteer stuff and that's what it's going to take for all of us here. the money used to flow through san francisco like water. but, you know, they cut

we are taking an historic step here in san francisco. we are now the second city to put into ordinands that racial profiling is something that we do not do. for the sake of national security. this is already something that our police chief, our elected and community leaders have said and sat again. but we have now put this into ordinands. it has been a really long passage. i do not want to gloss over it. this has been a really challenging process for all of us. our community leaders, our office, the mayor's office, and many of our elected officials. we had many conversations. i know the chief and i have engaged a lot in what it means to keep our communities safe, but also how to create trust. i am proud to be standing here today. to the effort of so many people like those that want to recognize who helped push this along to the end. we have the department of public works. and standing behind one of our small business leaders here in san francisco that helped us get to the point that we should compromise around a solution that will work f

he first began teaching at san francisco state in 1959. he began his 30-year teaching and administrative career. he and other lecturers at san francisco state risked their lives in 1968 in the historic social movement that led to the first autonomous school of ethnic studies. the faculty and staff supported the demand of the black student union and third world liberation front. he was the chair of asian studies and an advisor to the asian-american political alliance. he became the first dean of the school of ethnic studies. before he retired, he aloso was the dean at sf state between 1985 and 1988. he pursued an active role as a consultant to the japanese american national museum. he recieved the president's me dal for long-term benefits for the university. he was an author and editor for a range of publications and also caught what we have called "the acting bug." he was cast in the 1980's by the asian-amercaican theater companies. predeceased by his first wife, joanne, and his last, christine. jan -- and her husband steve rice, and ty l

the story of san francisco general started in 1851 san francisco started the board of health. the hospital moved here to potrero avenue. the hospital was rebuilt over the years, offering children's and psychiatric services to respond to the needs of children. in the 1998's, the current hospital was -- the 1990's, the current hospital was built and was one of the first hospitals to open there doors to aids patients. we became famous around the world for that, helping to break the stigma of hiv/aids. the mayor has just arrived. welcome, mayor lee. [applause] we continue to lead and care for the most vulnerable. just last year, the general became the first hospital in the nation to -- program. the hospital will be crucial in improving the health of our city. we look forward to coordinating all of our services, from primary-care clinics to hospitals, according mental and physical health care. this is what our patients need and deserve. this will bring opportunities to bring services together and improve our research education and administration as well. over the next few years, wh

we spoke about families in san francisco. this shows the migration by age in san francisco between 1990 and 2010. the bars on the left. we can see where we have lost a number of our children and we have the lowest number of children of any nation. that has enormous consequences. people have raised their children here and their adult children cannot afford to live here and raise our own families and this has a tremendous sense of isolation. you will find in san francisco, the numbers of seniors to have a relative living within 20 minutes time as about half of that the other thing we will see is the increase of young adults, particularly persons between the ages of 45-64. this is not the time when people are particularly raising children. we also have a loss starting at age 65. when people retire, that often move to more affordable to be spent when we talk about the tsunami, it is important to remember there are undercurrents there. this is likely to be the population that will be public services. >> and i just ask one question

in san francisco, we consider caltrain to be the transit spine that connects the city to san jose and san francisco to silicon valley and all of our partner cities. caltrain electrification has had a broad regional support for many years. caltrain is the most important thing we can do for generations to come. here in san francisco, i am working hard to make sure we continue to be the innovation capital of the world. cities across this country and other nations are looking at its cities for solutions to everyday problems. transit is our number one concern because we are a growing economy. we cannot increase roadways and airport runways there. that will not be a part of solutions for the future. you have a good solution. it is going to be affordable, it will be faster, and it will be better. i want to welcome you. as i came here this morning, i ran into a lot of great people. i know they represent a lot of generations of people. i hope, as i think many of you do, i hope to see the trains pulled through all the way from los angeles to our valley, through our peninsula all the way to our
