an animated version of california's high speed rail, and it sounded really cool, too. l.a.isco at more than 200 miles an hour. no planes, no cars, no fuss. that's why californians voted for it back in 2008, passing a $10 billion bond measure for a train that was projected to eventually cost $34 billion. keeping them honest, it's now four years later. not a single track has been laid and a bombshell report was dropped on california's taxpayers last fall. their $34 billion train would actually cost closer to three times the estimated amount. >> the new business plan put the cost estimate at about 98 to 118 billion. >> reporter: it was a shocker. three times the estimated cost, and guess what, you, the federal taxpayer, might be on the hook for a big chunk of it. we'll get to how that's possible in just a moment. but in california, the sticker shock cost yet another change in accounting, a big turnover with california's high speed rail board, and another turn at where the train will go and another thought of how fast. a new route, a new slower speed and a new cost estimate. >>

the deepest level handles inner- city high-speed rail. the lower concourse level includes retail activities. on the street level, buses board passengers quickly and completely weather-protected area. it is right across the street from the grand hall, a primary public entrance to the transit center where passengers will walk to the buses upstairs entrains downstairs. at the street level, there is additional circulation, as well as retail and other service functions. the mezzanine level will have more retail, office spaces, and intercity bus operations. the bus and death level provides an elevated waiting area for transbay bus passengers with a dedicated connection to the bay bridge. it is four city blocks long, and it is a new 5.4 acre park. the park, designed by peter walker and partners, will feature a it children's playground, as well as art, culture, and education. the park will feature a water fountain designed by a ned con. the vision is to accommodate the people who live in the area, work in the area, and have it coming to san franc

high speed rail on existing rail lines wherever possible and we avoid the cost to the taxpayers of having to build an entirely brand new set of tracks. >> the current price tag for the rail project is $68 billion. >> after two weeks of vote counting the proposal to add a one dollar per pack tax on cigarettes has failed. more than 50% of ballots cast against the proposition. supporters say the tax would have discouraged people from smoking and raised more money for cancer research and created more jobs here in california. opponents said it was not clear where the tax monday which would be spent. >> the governor was on hand today in fremont to help tes la deliver it's first model s. hundreds celebrated new tesla owner who got the keys to their new cars today. the customers were on a waiting list in 2009. the model s can go 265 miles before it kneads to be recharged. the model s ranges in price if about 50,000 all the way up to $100,000. >> about a dozen utility workers got great heights today as they celebrated their graduation from a training program. they showed off skills in oakland. it

, then none of the funds can be used for high speed rail. it's a very simple mandate for the governor. use the money where it was intended to be used but not high speed rail. the language is very simple. that's why we wrote it as a one-sentence, none of the funds may be used for high speed rail. . mr. olver: madam chairman -- mr. latham: is it your impression is they can't take highway trust fund money and put it in the high-speed rail and take transit dollars and put it into high-speed rail. it would be my understanding, since there is no money in the bill for high-speed rail that he is talking about other parts of money that would go to california and trying to wall that off from being used. that's my understanding. maybe the gentleman has a different interpretation. mr. olver: at this point, i really don't know if your understanding is anywhere close to mine. i think this is a -- an amendment deserving opposition. and so i'm opposing the amendment. i think this amendment should not be adopted and you can do as you wish. the chair: does th

in working with high-speed rail, they have requested we extend the leak of a platform to accommodate 400 meter double length high-speed rail trains, which is causing us to add an extension to the train box to be constructed in phase two of the program, along with the tunnel. that brings the beale street alignment much more in the center of the below grade levels of the transit center. for a number of reasons, the beale street connection is seem to be preferable of monks the alignments of the study. first, it is a direct linear tunnel connection. it has the shortest distance and travel time for passengers connecting. it will have the lowest construction cost of the alternative study, the shortest construction time, and it gives of very -- it works well with the point of entry, and also, the connection into the passenger concourse level of the embarcadero station. in this image shows of the alignment of feel street in where that would connect. on the east side of beals street, the above grade portions of the transit centers are constructed in phase one, and the proposed extension and w

transportation symptom -- systems, central subway, high- speed rail. clearly, bart to san jose has been incredibly important to everyone, so that people could travel. i think there is a lot more maturity. there are many successful company that have already turned a corner on making a profit. start-ups have long-term views. they are not looking for instant gratification, as i believe the attitude was in the late 1990's, 2000's. people are talking a lot about issues on stability and asking government, like ours, to be with them in the long term, and to create relationships. certainly, for capital investors, it really is that relationship building. they want that face-to-face time with investors around our city. so we are creating conditions for that to happen. they are not short-term leases, these are long-term leases. twitter signed in for a good 10 years. others have signed long-term leases as well. they are in it for the long haul. i think they are measuring their success, building it up on that. not only innovating and starting up, we want them to st
