the beach chalet soccer fields, the purpose why we're here today. again this photo shows the existing conditions and the proposed solution on the right. the present condition is grass field. the the soccer fields are currently fenced with an eight-foot link -- chainlink fence around the facility and it's currently closed about half the time during the year and is only used through formal permit and reservation process. next slide. so a little bit more. the soccer field at the west end of the park hads been in existence more than 75 yards -- years and it's one of our three primary athletic facilities. during the fall more than 1,500 kids and 600 adults play at beach chalet every week. the soccer field in scale, golder gate's total is, this is less n -- than 1% of the fat -- facility. current condition, the fields are closed for rents about 50% of the time as a mentioned. it's only open by reservation and closed before 3:00 p.m. most week days, closed every monday throughout the year and closed due to winter season conditionsnd staff maintenance needs

i don't think the heat at beach chalet will be a problem too often. although there are areas where it is warmer, that is one of the sites. i can testify, i think the kids are right about playing on the artificial turf on some of the older fields of san francisco. i played softball on many fields before the was artificial turf, and we had a lot of problems with the fields in those days. it was hard to play softball, and i think soccer would be more difficult. i am going to move to certify the eir, if there are no other comments. >> second. >> commissioners, the action before the planning commission, the motion before the planning commission is to certify the final eir. on that motion -- [roll-call vote] thank you commissioners, that motion passes for-one, with commissioner moore voting no against. mayor lee: thank you for work on making the ocean beach something for all of us here. i was struck by the challenge the encroaching sand dunes are. i know of this problem firsthand as your former director of public works and your city administrator, but this year seems to be particularly bad year force and a buildup along ocean beach and it has caused a significant gain in its effort from the park service and city maintenance crews. as you mentioned, the great highway was closed for more than 65 days this year due to sand accumulation and is up 40% this year over previous years. however, we are making progress identifying a potential solution to sand management. the san francisco public utilities commission, the department of public works, and the national parks service have been working out the details of relocated approximately 200,000 cubic yards of sand from the northern part of the ocean beach in front of the sea wall where the sand build up is at historic levels and transports the mess and to the area of the beach south of a slope where there has been a significan

it will be a much-improved saturday at the beaches. just another 30 minutes or so to go out there, as cooler air is coming. this is the leading edge of it. back to the micro burst aspect of the damage, because you'll see the pictures tomorrow out of bladensburg. a microburst is straight line wind damage essentially. cold air comes out from the inside of the storm like a brick. it hits the ground and it stands out, compress and really speeds up, so you get winds of 60, 70, even 80 miles an hour out of it. the damage pattern is different from a tornado. it fans out, whereas with the tornadoes, it's rotational. even so, we saw roofs peeled back in bladensburg and cars overturned, as these strong microburst winds descended on bladensburg tonight. now, back to the radar here, this is what's going on at the beaches, just a little longer for you guys. down to our south, between luisa and charlottesville, over to the richmond area, we have a few more storms that are rather strong. for the rest of us, down to just a couple of showers. i think ev

we met last week with the south beach harbor community at the south beach harbor yacht club. we appreciate your hospitality. a number of the members were surprised at this data, quite frankly, and were concerned at the speed it was coming to them. we were surprised at the speed that it was coming to us. the meeting was frank and open. it was a difficult -- in a way, a message to send. the facilities needed revenue enhancement to continue its operation. and to fund capital improvement. we met again this morning. port staff met with members of the tenants association and had a vigorous dialogue regarding revenue enhancement. ports that is setting up meetings for the next couple of weeks to continue this dialogue going forward. in the staff report, recommended coming back to the port commission in july with firm recommendations on different scenarios that would help us to offset the deficit and fund capital plans. after conversations with south beach tenants, we think that that is a bit ambitious, and we can come back to the commission in august but firm recommendations for imple

beach. we had erosion on the south end of ocean beach. we have a very important piece of infrastructure there. we have these sandbags out there now. on the north end of ocean beach, they have an abundance of scent. the national park service has had a bulldozer on the beach pushing the sand back into the ocean. we have been partnering with them to see if we can pick up that sand and dropped it down to the south end of the beach. -- truck it down to the south end of the beach. to create a buffer area to protect our infrastructure. the national park service has been working with us and we are going through the permitting process with our department of public works, as you can imagine, the sand is blowing on to the roadway. this is a win-win situation. we hope that it is successful and that we can continue this in the coming years as well. if you have any questions, i am here to answer those. >> thank you. >> of the sewer system improvement program validation process, we have been talking about it for a long time. it is time to come to some co

got friends out there at the beaches -- not a cloud to be seen. there were some of those individual rights clubs around us but where the air is a bit cooler coming off the bay folks in calvert county and ann a rundel candy can see how the county can see how spectacular angeles. really no humidity. here's your friends out there right now on the boardwalk. nice stuff out there. that is the one thing, for caution if you have not been heading up to the beach yet there are some recurrence. look at ocean city right now. just about the water temperature with the easter northeasterly wind. delightful, a lot of sunshine. water temperatures near 70 degrees. temperatures will be into the low 70's at the beaches, and around the bay, want to do a little but a sailing on father's day? it may become a little more southeast. look at the temperatures out to our west. and 90 degrees. as we get into next week, especially the mid-part of the week, this beautiful dry air will be moving on out, and the humidity will be coming back. here is the pattern over us right now.

i am a soccer proponent and i support the renovation of the beach chalet. however, i am also trained in planning. this project, as proposed, it is in violation with almost every plan for this part of the city, including golden gate park. in regards to this master plan, the former park planner is also on the public record saying that she believes this plan is in violation of the golden gate park master plan. we should also -- what should also be a red flag before but the commission's is the fact that to -- there is lack of consideration for the other major land owner at this part of the city, namely the national park service. it has not been addressed by the recreation and park department. despite the fact that there are alternatives to address the issue, they also have heard nothing to this a fact. the alternatives are there with other sites and other considerations, even some kind of approaches that would make the opponents to this project feel that their concerns have been hurt. to date, we have heard nothing. one has to question why. the rumors out there,

the south beach harbor was considered by that. the city then took back control of the redevelopment agency properties, the transition plan was put together, and it was deemed the port should assume management control of the old redevelopment area, the herein near south beach harbor, affected 2012. that means that we are responsible for all fiscal and regulatory obligations and property management responsibility for the port property. that includes the $13.5 million debt that is still outstanding from the prior construction. there is more detail about the debt and refunding bonds that were done relatively recently. south beach harbor is about 25 years old. it is in good shape, has been well taken care of. we would like to continue to make sure it looks that way, going forward. we believe is the jewel of the waterfront. unfortunately, no capital plan in place right now. it operates on a day to day basis. the port, in the capital planning process -- the funding process needs to be identified. the bcdc requirement of $10 million these
