last year, south carolina made it more difficult to vote, nikki haley said it was one of his signature accomplishments, things she's proudest of even though the justice department struck it down saying it might keep thousands of people from voting. the state objected, it sued the government, and now the case goes to court. earlier this month, the judges hearing the case's scheduled orel arguments for this summer, the state objected saying it didn't give people enough time to prepare for the restrictive requirements before the election. voters not possessing a voter id would have a reasonable impediment. the case went forward anyway and despite the dire warning from the state's own lawyers there wouldn't be enough time to implement the law if the case went forward, if the judges rule in the favor, the state is going to proceed with the voting law anyway. the justice department has to sign off on changes to south carolina's voting laws because of the state's less than stellar history with voting rights. this is true for south carolina and a number of other states including texas, which h

the spokesman for governor nikki haley says we're not going to shove more south carolinaens in to a broken system that ties our hands when we know the best way to find south carolina solutions for south carolina health problems is through flexibility that block grants provide. how are those south carolina solutions working out? 19% of south carolina residents are uninsured. that's well above the national average. the medicaid expansion in the law would cut south carolina's insurance rate to folks making less than 133% of poverty by 56%. 56% of the uninsured in that group wiped out in one go. that's the fourth best deal any state in the nation will get under the affordable care act. the cost of that for the federal government is significant. almost $11 billion. for south carolina, they will pay less than 500 million. in the short term, the rising republican star might have reason to reject that deal. the republican-based law and one way to build a national profile right now is to win the gop's ongoing, no i'm the most anti-obama politician contest. the contest isn't going to last forever. g

even if mitt romney loses the election it is conceivable if you are a nikki haley or bobby jindal thinking about 2016 one way to endear yourself to the conservative base would be to the most recalcitrant, resistant opponent of the health care law and the way you do that is stay out of the medicaid expansion. that is not going to be a good deal for your state. for the first three years. if you stick it out for the first three years, excuse me, you're missing a 100% cost sharing to the federal government. they will take all of the costs on themselves. that's an incredible deal. after that to 95, after that down to 90%. currently medicaid is a 57% cost share on the side of the federal government and everybody thinks it is a good enough deal to participate in. but at least for a little while we could see a gap in coverage and the difficulty here is the bill wasn't written for that. people making just above the poverty line they'll get subsidies, 100 to 133 get subsidies. the very poorest people, nothing to give them a subsidy in the bill because their subsidy is medicaid. you could see people
