families i know who have left the city, and gone to the east bay. this is something that we explored at the revenue coalition to report this measure. we affirmed that these are the conditions that many of us experienced and are experiencing again, and we thought that also, we wanted to look at not just generating revenue, but also how we do the business tax structure, we would tax something different, with a much more progressive -- with the changes that we see in san francisco. we go into this eyes wide open. the supervisor does remind me about this -- there is a real estate transfer tax and i have this right down to the department of elections, i will be pulling that back. they had one measure going forward. i want to keep my commitment with pulling my name back from the real-estate transfer tax, so that we can go forward with one measure this november. >> supervisor? >> thank you. i want to thank them for being able to work out a compromise, with one tax measure going to the ballot. i respect the views of supervisor campos, because it is important to

pursue, or legislation, of whatever it might be, there are all sorts of things that the people of this city correctly expect us to work on. so, i want us to be as effective as possible. i know that many of us work seven days per week. this is about making us effective in the checks and balances. that's also be clear, several years ago the voters of san francisco -- and it was not even a close election, they removed a 28 cap. they made this part of the budget process. finally, i just want to note that when you look at this budget, what the mayor put in and what this board put back in, this is not a situation where all sorts of services have been decimated and we are taking money. assuming the budget passes today, this board is putting back money to hire rec and park partners, a park patrols, cleaning crews, to ensure the health and human services network. to add numerous police academy class is an fire academy class as, providing small businesses with tax incentives, giving money to schools for the cost of business adjustments. i can see the argument if this were a year where we were absolut

this city needs this project. we need earthquake-safe half the dose. -- hospitals. we cannot stand to lose what we will of these projects do not move forward. not only the new hospital but st. luke's will not make it through the seismic requirements and we will not receive any of the community benefits cpmc has pledged to provide. please move this project forward. get this going. we need these safe hospitals and we need these jobs. thank you. >> good evening. my name is keith and our firm is a business and landowner in venice boulevard. my wife and i also give in the city where we witnessed the fantastic and dedicated service of the cpmc staff and the deteriorating facilities. it is rare to find an organization that is willing to spend $2.5 billion without any public assistance. it is the equivalent of building the golden gate bridge today. one can see that thousands of jobs and act meant -- economic activity would be generated in a place that has disrepair and has been neglected for too long. city officials have done an incredible the job of extracting concessions

this. i am happy to add my name as a co-sponsor. the city attorney's office and others have spent an awful lot of time and figuring this out. we look forward to working together to make sure voters understand the importance. supervisor avalos: i would like to thank all of the parties that were involved in crafting this charter amendment. i think it is a great move forward for the city and county of san francisco. i want to thank the mayor's office of housing. developers from the private side and the non-profit side. this charter amendment is decades in the making. we had many attempts to put more of our public dollars into building housing at affordable housing in san francisco. in 1999 and 2004, we attempted to pass housing bonds in the city. they needed a two-thirds threshold and it did not pass. in 2008, we had -- i worked on proposition b, which was not the best direction to go, looking at our budget difficulties, but that did not pass either. that was a big part of our effort to address housing needs in san francisco. i lived in a distr

they joined me this past friday with their school district, with our city college and other institutions to create a target of 5000 summer jobs for our kids. all of you should make sure you talk to the kids aged 16-24 this summer and get into the program. we are creating 5000 jobs for our city departments to have 2500 of them to private sectors like the zynga, at&t, bank of america, wells fargo, they are all making a commitment to hire and have paid internships the the summer. we're working hard with everyone to make sure the city is successful. we want to continue that. this year, we want to make sure you are involved and you know the way to find solutions is to innovate and make sure we are working in a public-private setting. i want to make sure our city as a whole is investment friendly, that we create an investor confidence in our city. when we do that, as you realize, we are not getting more state funds. it is cutting all the time. governor brown and the state legislature cannot figure their way out to greater revenues except for tax proposals they are proposing. but in the meantim

the fact is, all of us work together to make sure that this city is worth investing in. without that investor confidence, we do not have confidence in our city, it is not worth investing anything in, whether our time, willingness to live in the city, take on the challenges of a big, urban city. i wanted to be involved, innovate with us, and make sure that we all end up feeling better about our investment in the city. this is what i would like to accomplish in the budget. i hope that is an open door for you to signal to date -- tonight what you think is important and what you think we should do for you and for the other people you care about in this city. this budget should be reflective of the us caring about our city in every possible way. so i welcome you in doing this, the first of six budget hearing that we will hold throughout the city. you are welcome not only to be part of this one, but you can be a part of the other five as well. we want to give every district diversity to participate. thank you very much and i want to signal my appreciation for the departments wi

we certainly have to many individuals that are armed in this city. that contributes to many of the shootings and homicides that we have. every time i get that phone call, my colleagues get that phone call, that spike has started this summer, it is painful. it is hard as an official to know this continues under our leadership. i agree that we absolutely need to look for more measures, as we always have come to reduce violence in our neighborhoods. i don't believe they stop and frisk policy is the avenue to do that. i know there are many constitutional questions are around stop and frisk. the u.s. supreme court has not taken a strong position on the area of racial profiling. i do think this opens our city up to a lot of liability and incredibly expensive legal debates and litigation debates in the courtroom as we debate those questions. for a variety of reasons, and because i know that stop and frisk does end up in racial profiling, and that is what data has shown, i think we should be looking at alternative means to reducing violence in san francisco.

this? what is the problem has city planning sees this?there are already expectations and rezoning that has been done to continue the process, so what do you really see as the problem? i do not say that belligerently. if you define the problem that can change what the conversation is about. >> first of all the neighborhood is experiencing great, a dramatic change, and we have identified a couple of significant historic districts, and conversely there is the pressure for growth. thirdly, i think because the character is very different from any other part of the city, except for the residential enclaves, the character is quite diverse in terms of architecture. the size of buildings and the shape of buildings, and the question that is really presented assumes that this area will accommodate growth, how will this work in the neighborhood as it deals with and maintains the quality as part of san francisco and adding to the neighborhood character? intractable maybe the incorrect word but this is a somewhat unique problem and that this is not typ
