i'm bill hemmer, in tonight for shepard smith. good evening. the labor department reports today the jobless rate rose from 8.3% in july. that's up a tenth of a point from the month before. here is a chart he showing how the rate has risen over the years. you can see back in 2007, before the recession hit, the unemployment rate was under a%. but for the last few years, we have been holding steady at greater than 8%. in today's rise, in that unemployment rate came even as the labor department reports u.s. employers made 163,000 new hires last month alone. that's the highest rate that number has been in five months. the news sent stocks soaring today. dow was up 217. nasdaq gained 58 in the s&p 500 picked up 26 points. all of today's economic news is especially important, given how close we are to the presidential election and we'll have more reaction in a moment. from the obama and the romney teams coming up inside fox report. first though to the fox business network's rich edson live in washington, d.c. rich, good evening to you. so the economy

good morning from tampa, i'm bill hemmer. how you doing, martha? martha: i'm doing just great. it's a bit windy and wet this morning in tampa and the big concern is for the going. the storm is starting to strengthen. the keys taking a pummeling over the weekend. isaac forecast to make landfall in new orleans as a category one 7 years to the day since katrina. the warning is issued for the panhandle all the way to new orleans. rick leventhal is in mobile, alabama. what are the conditions? >> reporter: conditions are fine right now but they expect things to deteriorate the next 24 hours. there is a hurricane watch in effect and the governor has issued a state of emergency and they are issuing mandatory evacuation orders. this is mobile bay. it relies heavily on water:born commerce. you can see a lot of the container ships have been secured and other ships have been moved out in anticipation of this storm. evacuations are beginning. anybody in noble and baldwin counties in what they call zones one and two year the water living close to any of the four rivers. anyone in low-lying a
