in 1992, the planning commission adopted the city's first inclusion very affordable housing policy. since then, the program has been modified and incrementally expanded. most recently, in 2006, the requirements were changed in several aspects. some of these aspects include increasing the inclusion requirements, additions to the area of median income calculations, and expanding the requirement by lowering the threshold from projects with 10 or more units to projects with five or more units. the current proposal that is before you today would move the threshold back to the higher threshold of 10 or more units. this change would affect any pipeline projects that have not secured the first construction permits. as of january 1, 2013. this proposal fits in the larger context of the housing trust fund, which would provide secure funding dedicated to housing for 30 years. the housing trust fund response to the critical need for affordable housing at a time when federal assistance for housing has been severely cut and the redevelopment agency, as the major sponsor for funding housing in the

about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of difficult conversations. so much of this is about educating the city as a whole from all generations and perspectives. our housing policies and transportation systems are not always sustainable. if we want to remain a cutting edge and diversity that draws all sorts of people here, we're going to have to change. we're going to have to consider new ways of doing things the year or two ago we may not have been comfortable thinking about. there is a big education process that has to occur. i know we will work together to make sure that happens. i know we can move in the right direction. i look forward to that work. thank you. inclusion are housing fee if and when they do. this legislation allows them to convert its four by four and it can make it challenging for the city to monitor whether the developers are contriving to inclusion rehousing. for those issues i am proposing a continuance. we have been hearing this issue for a while. i want to [inaudible] supervisor wiener. i agree with the intent of the resolution. we should be encouraging the construction of student housing, we should not be cannibalizing our existing rental housing stock. i support those -- the spirit of the legislation. president chiu: from my perspective and i appreciate the much ring and one way to address this, i am not sure if you have language we might want to consider today. supervisor kim: i do. i do have a motion that would amend the planning code, that would put in an annual monitoring report that will allow the city to monitor this issue. i have not had time to speak to the author of the legislation on it. i do have 11 copies for colleagues to look at. it does send this item back to the planning commission and for that reason, i thought it might be better to continue this

. >> the city is charged with coming up with digital inclusion. the department of telecommunications put together a 15 member san francisco tech connect task force. we want the digital inclusion program to make sure we address the needs of underserved vulnerable communities, not communities that are already very tech savvy. we are here to provide a, b and c to the seniors. a stands for access. b stands for basic skills and c stands for content. and unless we have all three, the monolingual chinese seniors are never going to be able to use the computer or the internet. >> a lot of the barrier is knowledge. people don't know that these computers are available to them, plus they don't know what is useful. >> there are so many businesses in the bay area that are constantly retiring their computer equipment that's perfectly good for home use. computers and internet access are helping everybody in the community and people who don't have it can come to us to help with that. one of the biggest problems we see isn't whether people can get computers through

city, and that should be to san francisco's credit. today, when you approve this long, sought after inclusion of transgendered people, you approved a new program, and i believe there may be some unforeseen consequences of that action, and i would like to call your attention to them. it regards the likelihood that there will be more people seeking transgendered operations because we know that they are expensive, and this has been a great burden. but when the numbers increase, what will happen to the housing that has been provided in the city? it has to do with the mixing of women and transgendered people during the early stages of their transition, and i would like to talk to you about that again another time when there is ample room. thank you. supervisor chiu: thanks. next speaker. >> hello, supervisors. i am really happy to be here. i have been working with supervisor avalos on this resolution to have this week declared aka week in san francisco. the sunday, i went to the moscow center, and i learned a lot about this organization. this organization of women -- they teach girls how to be ladies and how to be successful in life. they h

inclusive of lgbt seniors. the open house building will include on-site services and activities center so residents and seniors from across the city will have a central place to get the help they need. lgbt seniors are underserved in senior services and senior housing here in san francisco. there are 25,000 lgbt people over the age of 55, but few about lgbt seniors can be identified and utilize senior services or live in residential facilities. lgbt seniors do not feel safe to be out to their service providers or to live in residential facilities for fear of discrimination. all too often, lgbt seniors hide their identity or choose to leave san francisco in the comfort and safety of their friends and loved ones to find the services and housing been need. san francisco can and must do better than that. besides open house senior housing, the 55 laguna development also provides much needed rental housing, affordable housing, preservation of historic buildings, and a wonderful park. this is the kind of mixed in calm development that makes san francisco the kind of livable city we can all take pride in. we need to move this project forw

inclusion very -- inclusionary threshold to 10 units. this is because we see the smaller developments as being able to be built throughout the city. they help us meet our in-fill housing goals. they generally have a lower per square foot cost, so there is the potential at least to build more affordable housing without subsidy in a small unit development context. we have seen, again -- my colleagues can speak to this -- and planning staff will speak to this in more detail in the next item, but the small developments have very limited potential to produce below-market-rate housing, which is the intent of the program. all right, people are getting rowdy outside, so i will try to move it along. additionally, the housing trust fund intends to provide a modicum of developers certainty. -- of developer certainty. this is to provide certainty that the rules and requirements today will be stabilized and consistent over time. the housing trust fund, therefore, fixes or stabilizes existing affordable housing fees and obligations, so those will be increased according to the inflationary indexes -- according to inflationary index, as others ar
