st. francis and st. mary's hospital. our familiarity with the county and government starts from the very day that the sisters of mercy, who came over from ireland, got off on a clipper ship down by north beach. within a day, they got a knock on their door where they were staying. it was members of the san francisco board of supervisors who came to ask them to open san francisco general hospital, which they did. they ran it for four years until a very familiar thing happened, and that was the county board of supervisors had a dispute about how to pay health care bills. the sisters said we've had enough of that and went on to create st. mary's hospital. as you can see, very familiar with how the city works. even then, over 150 years. it is an important issue. we're glad to be able to provide it. we're glad to be able to be here and to recognize some super creative people and the super creative programs. the committee which reviewed folks and review projects had a tough time picking who should be chosen and who should be recognized. the list is fantastic. spur, of course, has worked for years and sponsor of this good government awards for a long time to make sure that the folks that work so hard that do not get recognized every day -- you do get recognized. firstly, from the business community, i want to say how proud we are to have you and how proud we are for the work all of you do. now i am honored to introduce someone who personifies what the awards are all about. dedicated civil servant. a person who has won a good government award before. it was going to be our mayor lee. ed has been pulled off by one of those

st. john. st. john baptist parish where roof top evacuations are under way. set the scene for me. >> reporter: we're just on the other side of lake pontchartrain from new orleans a little northwest from new orleans. what's happening here is as you've heard all of this rain and all of this wind has been with us just for such a long time that it's pushing that storm surge and going over into a neighborhood that's right on the edge of lake pontchartrain here in st. john parish. it's pushing all of that water into that neighborhood. folks did not think that was going to happen. no one thought it was going to happen since the storm has been sitting here now. they are calling for anyone with boats to meet at the home depot and trying to organize the boats. they've called in the national guard to help with some of the rescues and get some of these folks out of this one neighborhood. in one neighborhood, the storm surge continues to batter the neighborhood and really is making that water rise a lot more quickly than folks thought. >> did people think it's the storm they thought it would be? >> we thought it was going to get out of here quicker than this. the problem is it's still sitting over us. we're still expecting a lot more wind and rain tonight. there's really no telling how far some of these waters will rise in these low lying areas. peas parish were under a voluntary evacuation that was issued ahead of storm in these low lying areas but for

st. bernard, most of st. bernard is within the federal levee system. as far as flooding from overflowing from the levees hasn't been an issue but there there is a lot of rain and wind and a lot of people who did not heed warnings and did not evacuate. so the particularly impacts people are like nursing homes, for example, were recommended to leave, a lot of nursing homes did not. now we have a lot of people in our national guard and with our state police and stoffice having to redirect resources to evacuate vulnerable populations that should have already left. >> if someone's at the nursing home, their ability to leave i would imagine would be limited, correct? so were there buss did provided, was there help provided or would that be up to the company or individuals who own the facility? >> actually, after katrina and the disaster that happened with a lot of the those nursing homes where several people actually died, we changed state law to mandate every nursing home had to have an evacuation plan and a requirement to pull the trigger if they thought their population would be exposed. we're finding that many of these nursing homes decided not to implement the hurricane evacuation plan. they thought that this would be a minor rain event which they could weather. they all have generator power. a lot of them still have power. what it came down to is yes, the levee system has been improved. this is not an event where it ever destroyed levees but

st. bernard parish, the folks in st. bernard parish felt fortunate to be able to rescue people because, of course, it was the folks in st.ernard parish who were in part being rescued seven years ago in hurricane katrina. lieutenant colonel mike kazmierzak joins me. i understand from the plaquemines parish president they don't think there are more people that need to be rescued here. what about in other parishs where they have had similar problems in terms of massive flooding? >> the head of operations are going on all over the southeastern part of the state and just last night we finished up -- we didn't finish up, but we evacuated probably more than 150 residents, people in need from plaquemines but the big thing is in st. john's we said high water vehicles, troops, security folks, down to st. john's parish yesterday in and through the night conducting evacuations all through the night. still on going. we have evacuated more than 3,000 residents in cooperation with the local authorities. >> wow. 3,000 people pulled out of st. john parish. let me ask you a question about what the plan is now because obviously where do yo
