flexed -- need to consider being more proactive about that work, olse is able to do that if they have the resources to do that, i don't think it's simply enough for us to react until there are complaints that are issued, protecting health care is something that requires more proactivity, there should be more proactive auditing that takes place, on the issue of the expenditure limitations that are placed, at the end of the day, as much as i do think that some progress was made on the surcharge, i think that on the expenditures, the amendment doesn't really do anything to address the fak that going forward, businesses will be able to place those restrictions and i think that that's something that is going to have to be addressed and i believe the only way to address it is to require that expenditure mean expenditure. the last thing that i would say is i think it's unfortunate that even though san francisco for a long time was leading the way on health care and i think for a long time we could say we were the leader in terms of providing universal health care in this country, i think san francisco has moved backward and the ironic think about hra's is

proactive around preventing climate change. so i am really excited about supporting this work before us today. in 2010, pg&e spent $50 million to defeat -- to try and pass prop 16, and they were defeated by voters. voters who were clearly outspent, believed that prop 16 was trying to take away the possibilities of creating programs like green power sf, trying to take away programs like community choice aggregation and we were able to actually support the passage of the doorway opening for clean power sf by 68% of san franciscans who voted against prop 16. i think that's strong testament to where the feelings are of people in san francisco about clean power sf but we will be able to see truly what that is when we move forward with our phasing in of the program. it's not perfect, how it works, but we're constrained by state law. we have an opt out program. we also have opportunity for people to opt in. and that is something that i will proudly be doing with my family when it comes to it. you know, in future years, we're going to see, as we are able to phase in the program, moving away from the c

i would really appreciate your reflections on how those of us who consider ourselves faithful people, whatever our faith, can be more proactive in combatting this very negative way of talking about religion. >> well, i think that that's a terrific question. there has been a lot of talk after the election about how we lost this election on moral values. first of all, i think it's an oversimplified analysis. the fact of the matter is that we were running against a personally popular wartime president, and one of the best political operations that's ever been created. we had some mistakes that we made, and we didn't have any margin for error during the course of the campaign. and when you've actually looked at -- when you look not at the exit polls, which were badly worded, but you look at where george bush gained votes and why people said they voted for him, he increased his margin here in manhattan as much as he did in the so-called rural areas where supposedly moral values held sway. and part of it had to do with people remembering 9/11 and ultimately not being persuaded that the democratic party was going to be as effective
