alison what is the mood of traders? >> victor you can call it the fiscal cliff rally, call it whatever you want but it's going to be something that's big. when the market opens in less than a half an hour from now, we're expecting to see triple-digit gains on the dow, we're seeing markets overseas weighed in, asian markets up big, major averages in europe up over 2%. the bigger question, will this rally last? wall street is concerned the next chapter could be one. one bank of america analyst says the twin peaks are left for the new year meaning congress still has to deal with the issue of spending cuts which they pushed off for another two months and they've also got to deal with the debt ceiling and some analysts are predicting another credit rating downgrade if the debt ceiling negotiations get chaotic again. another analyst says this, with the debt ceiling negotiations in just 60 days, the smart money knows the bullish sentiment here will be short-lived, that the lesson for investors is buyer about he ware. victor? >

and cbs reporter alison harmelin is live in lower manhattan. i understand passengers said it was almost like a bomb went off when that ferry struck that dock. >> reporter: good afternoon, frank. it was certainly a terrifying experience for all. there were hundreds of people on the ferry just coming into manhattan to do their jobs. and when it struck that pier, it was chaos. emergency crews spread out passengers on a pier in lower manhattan as they checked for injuries. >> when there's people all over the place, it's scary. >> reporter: the new york city fire department says dozens of people were hurt when their ferry hit a dock near the south street seaport. >> there's this loud bang and i just went forward. and my face hit the seat in front of me. >> reporter: passengers say the impact knocked people off their feet. >> i went flying in the air and i woke up dazed. >> reporter: the more seriously injured were taken off the boat on wheelchairs and in stretchers. dozens of others were taken to a bus behind me. a mobile respiratory treatment unit.

alison kosik is with us to go into the numbers and the reaction thus far from wall street. alison? >> reporter: it's more of an eh reaction, not much of a reaction. stocks are flat but on the positive side, you know what, victor, investors are really not hanging their hats on this number, on this final employment number of 2012, because december is a really tough month to track jobs for several reasons. temporary retail jobs, they surge at the beginning of december and go away at the end of the month. that may be offset by superstorm sandy. construction jobs jumped by 30,000. another factor, businesses cut back on spending and hiring because of the uncertainty about what was going to happen with the 2012 tax roles and add to that the revisions for the december jobs report. this includes revisions that go back five years so this is really why there are so many reasons why you may just want to take this jobs report with a grain of salt, and also the december jobs report it also shows that the jobs market is barely keeping one population growth. did you know for the last two years, vi

alison kosik is at the new york stock exchange.ore. >> these consumer advocates, coral, what they wanted to see was these rules sort of go one step further and force banks to lower rates on loans or have banks postpone foreclosure, but the new rules for the consumer financial protection bureau they should prevent foreclosures happening too quickly or unnecessarily. some of the highlights they'll give borrowers time to modify their loans. banks don't begin the foreclosure process if the borrower is in the middle of trying to get a loan modification and borrowers have to be delinquent for four months before banks can file the first foreclosure notice. the rules are trying to make foreclosure the last trying to other options first. these new rules force barvegs to actually make some employee available to help homeowners avoid foreclosure on their home and call for clear mortgage statements. again, you know, it's all about avoiding these unnecessary foreclosures and giving delinquent homeowners a chance to get back on track. so many ti

alison kosik on the floor there of the new york stock exchange.one checking their 401(k)? great news, right? >> it means your 401(k) most likely is doing pretty well, considering. but it is not just the dow that is reaching these record levels. the s&p is getting pretty close as well. but let's stick with the dow for a moment. i want to show you the roller coaster ride it has been on. you look at the dow in 2007, that's hwhen it reached the hig, but it plunged to 6500 in 2009. that is a free fall because the economy was in a free fall. we're back to these -- close to the record levels. why is this happening? for one, the fed has a lot to do with it. the fed, the federal reserve, is pumping $85 billion into the economy. it is buying up mortgage-backed securities, buying up treasuries every month, pushing interest rates lower. it is pushing bond rates lower which means investors aren't so interested in investing in bonds, if they're not going to make must have money. whe where is an investor to go? right here to the stock market. that's one reason w

pretty much on par with what was expected, as for the response on wall street, let's check in with alison kosik at the new york stock exchange. so, we saw -- i went in to a segment with christine romans and we were a little in the red and when we came out of the segment with christine romans, we were a little in the black. how's it going now? has it changed since then? >> it really hasn't changed much, and, you know, the reaction from wall street is just kind of ehh, one analyst characterized this jobs report as lackluster. another one says it's okay. the thing is just not a lot has changed and here's one example for you. you look at how many jobs were added in total for the year, for 2012, that was 1.8 million, the same number of jobs added in 2011. so, what you see, ashleigh, is this job market that's really treading water, not really moving forward much. also you look at any changes that may be happening between november and december to the december jobs report, the unemployment rate is unchanged. total number of people unemployed, that didn't change. the number of long-term unemployed

cnn's alison kosik is on the scene for us. alison, how did this happen?hat crime scene investigators and ntsb are trying to figure out. there's going to be a press conference in minutes given by the ntsb. everyone is trying to figure out how this ferry carrying 300 passengers crashed into the dock in new york be city around 8:45's this morning. not only did it send passengers flying in the air inside this boat, it's caused a huge gash in the hull of the boat itself. the coast guard says a tracking device shows that this vessel was coming in too fast, that it was coming in up to 15 miles per hour, which the coast guard official says is too fast when you're docking a boat. we did talk with the head of the company who says that the captain who was at the control of this vessel was in control or in command of this vessel when it did crash hitting one loading dock and then hitting a second loading dock. this captain, by the way, has been with this company for about ten years. a breathalyzer was performed on the captain. it came back negative and preliminary br
