captain kelly talked about matrix of failure.be part of that matrix of failure and that was the ban on so-called assault weapons. i warned during that testimony then that it was based not on function of guns or how fast they fired or how powerful they were but on superficial cosmetic characteristics and accessories. as part of the compromise that led to that bill being mistakenly passed by congress, it had a requirement that the department of justice supervise a study of the effectiveness of that law. the people to carry out that study were appointed by the department of justice and did an interim study and final study and concluded that the law had done nothing. it had not saved lives or reduced number of bullets fired at crimes and it been a failure. you had a gun with one name instead of another name. it didn't reduce crime overall. indeed it was a dangerous bill in the sense that so much political attention was -- >> we're going to take a break now from the live testimony before the senate judiciary committee. in the first he

so people are talking about that, kelly. let's bring in christian miser on that particular point, head of corporate global investments. kelly is raising this point about if confidence is returning, we will see yields particularly in the u.s. growth maintains starting to head higher. do you think that's going to happen? >> well, it can evidently happen at some point. but it must say, i think that's on the way out. >> some people say they think 1994 is coming. >> at some point. but i doubt that 1994 will be 2013. i think growth is still at moderate levels and europe is still looking at a zero percent growth this year. so i don't think that stimulus or that yield is anywhere around the corner. >> how much is europe still being a drog for your business? >> you know, it certainly doesn't help that the environment here has been very difficult. there's a huge swing in sentiment over the last three or four months. the sentiment is ahead of reality at this point. but in terms of the pick up of our business, it's been meaningful and t

kelly does that it sounds like the united states and its western allies are just control freaks when it comes to africa. well to an extent africa is very much young and it's democracy it's only fifty years at best or fifty two or fifty three years since colonialization so it's evolving and changing and what we do have is weak governance there's no doubt about that we have poor leadership we have a population that sometimes become dissatisfied they seem disconnected with with the ruling elite there's too much poverty inequality that in itself translates back into the issue about resources to what extent do we stop fighting for the land use of water not to mention minerals so and of course the west sort of takes advantage of these frailties and problems that africa has us as a whole moving forward and then it uses it sometimes to its advantage either choosing the wrong leaders or choosing leaders that only stay for short term and then the problem some multiplied ten twenty fold when those leaders change or move away or there's a coup d'etat that would be all right well it would be putt

first you, kelly, the late-night deal that averted the fiscal cliff left a lot of things still to come. what's the next fight? >> reporter: well, in addition to everyone's body clock being a little off, they have to gear up -- it's so true. they have to now begin looking forward, and what you're hearing from republicans, for example, is to say, okay, the tax issue has been resolved. the president got a victory stemming from his campaign of making permanent the middle class rates, raising it only on the highest end earners, so the president can claim that victory, and they are ready to turn the page and follow up on something the president mentioned before he left for hid hawaii, and that is they need to look at things like entitlement programs, medicare in particular, to see if they can make changes that would reduce the deficit over time. so one battle down, another one commences, and we will see they'll fight over the country's borrowing limit known as the debt ceiling. they'll run up against this two-month delay that they just created on putting off the automatic spending cuts, then

and mark kelly joins me now. welcome back. i always think of you and gabby and other victims of these shootings when there's a new shooting. and it flashes up on the screen. what goes through your mind? what did you think when you heard another school shooting today? >> well, you know, just like you, piers, i often think about what happened to gabby. what happened here a little over two years ago and how horrific an event that was. now i also think about what happened in newtown. we certainly can't allow ourselves to continue down this road where this happens almost now on a regular -- as a regular occurrence. >> and the problem, it seems to me, you have the nra today coming out, utterly defiant as normal, really apart from potentially allowing some kind of debate about background checks, not interested in any discussion about gun control whatsoever. what is your reaction to that? >> you know, i was optimistic that after today's meeting in the white house, there would be some statement that they could find some common ground.

in washington all right i want to i want to go back to washington now and we're also joined now by kelly block host in washington she is the journalist at antiwar dot com kelli thank you very much for joining us in this segment of the program i don't know much how much you heard of it the first part but you know when we talked about blowback and we talked about is there a learning curve with these interventions in mali is in the headlines right now what are your thoughts on that. well i would say a learning curve yes the most apparent example of that is what happened in libya where there was an intervention by the united states there wasn't planning for what would happen afterwards as in iraq. and what we saw is the weapons bleeding out of libya into the hands of al qaeda which who are responsible for what is happening in mali wailea which is right now creating and other intervention of the west in africa so yes i do believe that there is a learning curve and i think a lot of it's based on a there is no planning after after action planning for these interventions and b. the short sighted
