i want a city that works for those whose voices are not heard in this chamber. i want a city that works for every member in the district. we have to work collectively to make sure that happens. i want to continue to focus on issues that ensure that a city like san francisco work for people. public safety is a big priority. i want to thank the police department. i want to thank the community that recognize the public safety not just about having police officers on the street is important as that is but that public safety means giving people the opportunity to have employment, the opportunity to educate themselves. public safety means that we don't take constitutional rights to the extreme and that while we may support the second amendment we have to support the fact that we have too many guns on the street. when we talk about making the city work for everyone, that it means helping our working families, our middle-class families that are struggling. if you look at what is happening throughout the city we have great wealth in san francisco that many people on the b

[applause] with any educational institution that has value as our city college, not only did we work with those that are currently involved with them, but we worked as a city family. there is no way to express at this time the need to have this a family together to support our city college. so also i have representatives of the comptroller's office, then rosenfield, mickey callahan, the human resources divisions that are here today, nadia from our public financing, and certainly kate howard and the budget staff, all here to help me help the city college to make sure they continue in the best tradition that we have in our city. after all, they need our help, our support. they will not be able to accomplish it all by themselves, so no less than any other educational institution. they cannot do it alone. certainly, i get that message from hydra a lot. working with her on the board of education, as well as her being at the city college at this time, and then with our community assets, read it is here at the head of children, youth, and family. she has been a critical part of the programs

had success in this arena so we are definitely in support of home ownership but not at the expense of this majority tenant city which is the case with this proposal. the authors of the bill say that tenants living in the 2,000 t.i.c.s will be exempt from conversion but that is not the larger picture which is that the city is a very red hot market with increasing ellis evictions, move in evictions and rising rents. the fact is that most of the t.i.c.s in the lottery were created by eviction of tenants from rent controlled apartments. it reminds one of shopping at wal-mart. yes, the goods are cheaper there but who's paying the price for that. it's been said that this proposal creates new -- no new housing units. some t.i.c. owners complain that they can't get their units refinanced because of the ways loans are structured. ace feels there pain, but they must organize themselves in groups, and demand better mortgage deals of the 1% to open up flood gates and push people out of the city or onto the streets is not the answer. thank you very much. >> chair wiener: thank you. next speaker. >> thank you much again for

i'm going to start my own television show, city hall. it's not silly. a lot of things going city hall, racism, discrimination, a lot of things. they even draw big -- here at city hall. right now i'm trying to get to something serious. i want to thank the new supervisors, particularly the supervisor of this district. i'm here to make a notice to the city, the world that we here in san francisco, the african-american black negroes are in a state of emergency. we are in a state of emergency because our population has gone down. district 5, 10, 6, which have a lot of the african-americans in there, i see them coming together bringing this issue to the fore. someone like myself files an injunction to find out what the problem is that city hall. you are not paying attention to something they study for many years. you admit that you are doing it. you have the mayor creating another monster without the community participation, without really seeing what happens to district 5. i know our supervisors will bring that up. she is also involved with the migration. you

so the comparative dom particular policy program works primarily in the 25 cities that doug mentioned, but not exclusively in those cities. we really are looking for some of the best practices in education and workforce development, in integration of diverse populations and affordability and quality of life issues in cities and regions and also -- and sustainability, in which encompasses a broad range of things. it's primarily environmental sustainability. the overarching theme which i think is particularly pertinent here in the bay area is regional governance and cooperation where we try to emphasize move each of our cities that they really need to figure out in their broader economic region, not just within their city limits. so how do you coordinate with the communities around you to advance some of these policy issues, whether it's transportation, environmental improvements, economic development, education systems, workforce training, etc. these are some of the issues that we really want to publicize the best practices so that practitioners such as ourselves can bring these ideas back home

given that you're not city staff, we'll have to give you two minutes and we'll ask follow-up questions. >>> okay. good afternoon. i quickly wanted to go over two key points about the economic impact study. first of all, it was done using two primary means of data collection. one is on-site validation survey with 22 1 completed interviews. the other was a post event online survey that had 35 51 completed responses. * we use a very conservative approach on this analysis. we excluded that is, we did not consider the following groups. any resident of san francisco who was visiting at that event was excluded from the economic analysis. if there were not attending the event primarily, if they're not visiting san francisco primarily to attend a event, they were excluded. there were some other factors we excluded outside of san francisco. we compiled average spending from the 3500 plus individuals and we used a mull plier to come up with the total economic impact of the event. some of the results, just very quickly, 73% of respondents lived outside of san francisco. 66%, their primary reason f
