that is notably more than the city's general fund contribution, and that number will increase with inflation. so, what it really means is suggests every year the city will be making indirectly more in taxes than it is contributing its share to the expansion. the only thing i would note in addition and conclusion is that the city's fiscal and economic up side, if you like, is somewhat limited by the fact that there is limited hotel capacity in san francisco. and if we had the capacity to accommodate 100% of the demand, the job benefit and the tax benefit for the city would be greater. and with that i'll take any questions that you have, supervisors. >> thank you, mr. eagan. just, again, to summarize here. in terms of the financing. so, 70% is going to be paid for by the expansion district so 30% by the city general fund. it's going to create thousands of jobs in terms of both construction and long-term. i think your job numbers here, were these annual jobs? >> they're annual averages. they're different year to year but that's the average. >> 800 annual jobs in the construction phase. a little ove

they can't provide for their own needs so the city and agencies come together and we offer the services. we can't force them on the people but we have had a good success rate so far. the current trend is our adult and juvenile arrests are down. we want to continue that trend. we are going to continue to document that. i will the statistics we're providing you now are current and accurate. we want to move forward. we know we can do bmplt we know we have already done better but we want to move forward. we really don't have the resources to go back and compliel all of the statistics you want us to look at from 2005 on so we're doing the best we can. this is an exciting time for the police department. we have academy classes in and i think you all received your invitation for friday's night graduation. we have a new academy class starting february 4 so we're moving in the right direction but we still have budget concerns. our numbers are drastically low. when i say our numbers, our police members on the street, and we are 15% below what we would like to be at, but our officers on the street

the city is growing. and some of the things you're seeing on the map here are a pipeline of information about both residential permits over the past decade or so, how has the city allocated permits throughout different neighborhoods in the city. and some of the other things you're seeing on the map is the approved businesses, the businesses are currently doing business in the city. one of the things we said once we started visualizing on the map the slow and more rapid growth of residential -- residential property in soma and then in 2011 you just saw obviously a huge residential boom in the downtown area. so, we've just actually -- we're a company in southern california. we just relocated up here, small little office in san francisco, trying to better understand the community moving at a fast pace here. part of doing that is working with the city and better understanding how we can support open data. so, thank you. of here and we have cleaner power coming to san francisco and reduce our climate footprint in the city. sohat could include different areas in the city and bart and cal train and help reduce the emissions on the transportation side this way and not just our environment and lastly we looked how can we encourage private sector investment and new and the city can't do this on its own. we need to work with the private sector and leverage this and that could be look at programs to reduce the cost of and expand clean energy financing and with pace and other mechanisms, pursuing third party ownerships and partnerships to develop more renewable energy. levering caa and and to the fee and tariff and having this set of customers under cca and guaranteed off takers the renewable power for years to come you can assure to the developers there is the market to sell into and thereby help them to get financing and get projects on the ground and supporting clean investments. for example by working with the pension and retirement funds to use some portion of the portfolios to go towards these programs and d

that the 50 city is not subsidizing the hash fund for our activities and the general services that we require from the city and so we have under taken a nexxus analysis in 2004 and eight that looks at the balance of payment and the next is the methodology that ports with long term leases where the tenants pay tax they pay ampleel tax to be provided these services like any other taxpayer and so the nexxus analysis looks at the unleased land and infrastructure on property and compares the cost of services to our work order bundle and that has shown in 2004 and 2,008 that we are in balance and so since our profile proposal something taking least lands and capturing taxes for city services we are looking to find a new way and methodology to make sure that the city is whole throughout the life of the prompt. it will -- imi'll take a bit more about that but we are looking to mayor sure hat city is net positive from the development project and that we can ensure that over title through a time of flex type of nexxus analysis: so we are proposing to perform an i f d property and establish areas encompassing each project s

in 2009 we launched our open data initiative, one of the first cities to do so. in 2010 we partnered with the white house to launch open 311 api, the first ever read write api for cities. we now have over 40 cities that have joined us. in 2011 we partnered with gray area foundation on a series of hack-a-thons, 10,000 attendees, and created nearly 30 applications all being powered by open data. now in 2012 we have our legislation that you heard about. as you heard, we announced the chief data officer. we have a network of open data coordinators within each agency. and these coordinators, their primary responsibility is to provide insight, is to provide transparency into the data sets that they manage. and that's really important. we want to make sure that you guys have a clear understanding in our community about the data that we manage so you can tell us where we should be going next in terms of opening up our data sets. we also are doing some structural changes so that open data is really the default position for our city. we're making sure that data belongs to o

data that they generate from us, that they will have a contractual obligation to share that with the city so that we can mine that to the rest of the city, that's advance of opportunities for everybody. i know at the heart of sharing this data, there is going to be a lot more jobs created, a lot more people out therein venting new ways to establish small businesses that will improve the way we live and work and play in the city. and we look forward to great events like a super bowl host or something like that, we're going to be able to give people a really rich amount of programs that they could access from here to santa clara to san jose. we can act regionally with our data and we can join and continue to be in the great city of san francisco. so, i want to thank all of the people, all of the different starting up companies here and those that are inventing with us, thank them for celebrating innovation month in such a exemplary way. and i think we're going to have a lot more to announce before this month is out, including on our way to the world series. thank you very much.
