we have worked on enforcement issues from the outset. we have done enforcement from different parts and elements of the enforcement system. this is an effort to look at the totality, to try to figure out what it looks like all put together and what it means. i think this is probably the first such effort that has been made to try to stitch it together and try to determine what is the larger story from this consensus on immigration enforcement that has been so much a part of the immigration debate but not really understood in that way. we start with irca, the immigration control act of 1986. it is a landmark of the beginning of what we think of as the current era of immigration enforcement. we find it that way because although there has always been border enforcement. irca was an attempt to create a systemic response to border enforcement. it wanted to create employer accountability balanced by a legalization program. we all know that irca was only partially successful. it was only successful on the legalization side than on the enforcemen
