on sunday senator john mccain all but endorsed manchin-toomey. >> i'm very favorably disposed towards that. 80% of the american people wanting to see a better background checks procedure. >> but according to an early whip count that our own casey hunt is putting together, right now we have 53 senators in support of manchin-toomey, 36 opposing and 11 unknowns. as it stands right now, the maximum support for this amendment that it could get is 64 votes. the senate is expected to vote on whether to proceed to debate on the compromise as early as tuesday. our estimation is that it is probably going to get over 60 but sitting right around 60 or 61. now, senator chuck grassley is working on the nra with an alternative gun bill republicans could try to offer as one amendment or series of amendments later in the process. it would include provisions to address gun trafficking, mental health, school safety and include some improvements in the current background system but it wouldn't expand background checks. then there are potential poison pill amendments. you know what those are. the amendmen

john fuglesang. this is "viewpoint." less than a week after the manchin toomey gun control bill was defeated in the senate, one of the democrats who helped shoot is down is stepping down. democratic strategist say max baucus who chairs the powerful finance committee has decided to retire rather than run for re-election in 2014. baucus joined three other democrats senators mark pryor of arkansas mark begich of alaska and heidi heitkamp of north dakota in helping the minority of having a vote on a bill that would have strengthened background checks for gun buyers, a poll that 90% of the people supported. but that number, the number that really counted in that debate was 60. the 60 votes need to the break a filibuster. supporters were able to muster 55 votes in favor of the bill, not enough to move it forward. even if the democrat defectors had stayed with their party. majority leader harry reid switched his vote to no to preserve an option to bring the bill up again. many critics are blaming president obama's inability to strike fear in the senate for the b

manchin/toomey bill. is there something that could get in the way? is john boehner the raelg problem? >> there's a lot that can get in the way in the house. it was always a stretch to get it through the senate. and then the idea was you put pressure on the house caucus and split republicans with a bunch of democratic votes. to do that you need leadership cooperation. the leadership controls the floor of the house and they have to be willing to allow a vote that basically will split their caucus. something like 90% of republicans in the house have been endorsed by the nra. that doesn't mean some of them will split from this, but for most of those republicans, it's unlikely they will vote on this issue even for expanding background checks given the nra's promise to score against it. the house is a huge uphill battle. it's a question about whether anything gets through for the president's signature this year. that said, gun control advocates want this vote before the house because they want to be able to advertise in districts on this in the next election cycle. if it gets through the se

manchin and republican pat toomey came up with, expanding background checks to gun shows and internet sales, hoping to bring the two parties together. and, in fact, there are a handful of republicans, john mccain seems to be among them, who have decided to vote in favor of this. there are also a couple of democrats from conservative states who have decided to vote against it. and a few in the middle who are undecided or unannounced. and that is why we don't know exactly how this vote may go. but it looks like it's very close, but iffy. this was supposed to be the one part of the gun-control measures that actually had a chance of passing, assault weapons and others up for vote today likely won't. it came after an impassioned plea from former congresswoman gabby giffords and husband, mark kelly, and one of the things that they said, meeting behind closed doors with democrats yesterday was, if you're from a conservative state, if you're up for re-election, and this is not looking good back home, we'll campaign for you if you support it. we'll find out what happens later today. richard? >> tracie potts, thank you so much. >>> scotland yard is on high alert as margaret thatcher is laid to re

john: thank you. were you surprised by yesterday's votes? did you think an expanded background check had a chance to pass the senate? >> i thought with the coming together of joe manchin and senator toomey that they brought this perspective together that would move us forward. but let's just face it. this is a disgrace. it will have a disgrace. that people who come here could not represent the interests of the folks that they represent. >> john: indeed, i was curious about your thoughts today saying senators gave into fear. what about the pundits who suggest that democratic senators who also voted against the measures were correct if that's what it took to keep a democratic majority in 2014. >> no, i believe that people -- there are issues of conscience that we vote on whether you're in the house or the senate. there are some issues -- we're not talking about a road or a bridge or a park. we are talking about saving lives. and there was an opportunity by everyone's measure and including 90% of the american people who said let's move on this issue. of background checks. because it can save lives. in which case, this is a matter of conscience. it is not about your elect

manchin/toomey bill. that is a start for them to try to move this in the house. because they would need at least one republican on it. so i think johnse speaker has been very circumspect, very careful not to say no or yes because he too understands if this comes rolling out of the senate with a big vote, it will be hard for him to stop in the house. >> just avoiding the fiscal cliff hard to stop in the house of representatives after passing overwhelmingly in the united states senate. let's bring back gloria borger in this conversation. a lot of people don't understand, this is a compromise, not universal background checks, not what the democrats wanted, what the president wanted, it's a compromise. but 90% of the american people want universal background checks, 8% or 9% don't. why is it so tough to get this? >> well, very tough to get this on both sides of the aisle. you know that democrats, for example, lots -- about half a dozen of senate democrats up for reelection come from progun states. so it's very difficult for them to vote for any kind of huge kind of gun control. i mean, if you do look at our poll, we have a new poll out

manchin toomey bill. this was a bipartisan bill. it was one that had one of the most conservative republicans in the senate, pat toomey signed on to it. several others, john voted for this. it was really striking that on this difficult and emotional issue where we had survivors of tucson and the newtown families, all over the hill. meeting with anyone who would meet with them, we had them in the gallery. watching this vote. one of the tucson survivors actually a woman who helped disarm the shooter in tucson, shouted out "shame on you"! as the vote went down. it was a somber and difficult moment in the senate. bill, i want to make sure we also remind folks that a piece of the dynamic of this vote was that it was well and widely known. it was dead on arrival in the house. the fact that the republican-controlled house would likely not have even taken up this universal background check measure this modest, bipartisan universal background check measure supported by nearly 90% of americans, the fact that the republican house would have refused to take it up, i think also drove some of this disappointing shameful dynamic in the vote in the senate. >> bill: senat

toomey, senator manchin just mentioned a few moments ago that part of the job that you two guys are involved in right now is selling it. selling meese proposals. >> right. >> pretend i'm johnican caucus. sell it to me now. >> if i was selling it to john and talking to him, i would say, john, if you look at current law today, if you go to a legitimate gun owner who is a licensed federal firearm dealer you have to have a background check and he or she will keep the record. all we're saying is when you go to gun show and you go to that same dealer showing it at the gun show the same process is done. background check and they have to keep the record. i can go to the next table over and i don't have to do anything. all we're saying is if you go to the -- go to a gun show you're treated the same as if you went to the gun store. if i buy a rifle or a gun from another state and i call pat's state in pennsylvania, i'm in west virginia, they send the gun. they have it send the gun to an ffl dealer, a licensed dealer and i have to go there and do a background check. all we're saying is no matter where you buy the gun, in state or out of state you have to go through the same process.
